Public organization "Federal National-Cultural Autonomy of the Maris of Russia" launched the project "Ethnoexpedition "Family Values ​​and Shrines of the Early 21st Century", which became the winner competition and received a grant from the President Russian Federation for the development of civil society.

With the help of the grant, the Public Organization will conduct educational, upbringing and scientific activity aimed at the formation of traditional values, preparing children and youth to create a strong happy family.

Larisa Yakovleva, project manager, chairman of the Council of the FNCA "Mari of Russia" noted that today the traditional way family life in families, ties between generations are broken, the traditional perception of parenthood and childhood is being destroyed.

The expedition will take place in the regions of Mari El, as well as in the regions of compact residence of the Mari - in the Republic of Tatarstan and the Kirov region. In the Republic of Tatarstan, according to the results of the 2010 census, 18,848 Mari people live, and in the Kirov region - 29,598.

What is the modern Mari family like? According to sociological research In March 2016, the share of destroyed (officially divorced) Mari rural families increased by 9 percentage points, in the Kirov region - by 11. There is a decrease in married couples and people who are married. During this time, the proportion of married men and women among the Mari decreased from 61 to 59.2 percent. Informal marriages are spreading. They are especially common among the Mari population living in the Republic of Tatarstan: out of 1,000 men and women aged 16 and over, 120 people live in civil marriage. In the Kirov region, the situation is no better: out of 1,000 people, 110 Mari cohabitate.

The increase in informal marriages leads to an increase in the number of children born out of a registered marriage. Many young people do not get married. Among them, representatives of the strong half of humanity are in the lead. Thus, in Russia, for every 1,000 Mari living in the countryside, there are 300 unmarried men and 160 unmarried women. In the villages and villages of the Republic of Mari El, there are 314 bachelors per 1,000 Mari men.

These are the results of a sociological study, - Larisa Nikolaevna emphasized. - And in order to draw public attention to the problems of the family, propaganda family relations, involving young people in conscious activities to enrich intra-family relations, we organize a comprehensive expedition "Family values ​​and shrines of the 21st century" with the participation of high school students, students, creative and scientific workers.

For the expedition, a creative laboratory was created with the participation of scientists. The main directions of activity of the expedition members are outlined. They will collect family traditions, histories and genealogy of the family and clan. Rituals, traditions and holidays will also be studied, contributing to the strengthening family values, strengthening intra-family and family-kinship relations, as well as the problems of conservation and the prospects for increasing the shrines and relics of the modern family.

In 2019-2020, the project will continue in the Kirov region, the republics of Mari El and Tatarstan. Also, the expedition is planned in the Sverdlovsk and Nizhny Novgorod regions, and the Perm region.

Within the framework of the project, seminars, round tables, discussion platforms, trainings, collection of ethnographic and folklore materials on family traditions, values. On the basis of the materials collected, a register of modern family values ​​and shrines will be created, and the program "Mari Youth and Family" will be developed. On the day of the national hero, April 26, the Mari annually gather at the Tree of Memory in Yoshkar-Ola. This year it is also planned to celebrate the 100th anniversary of the Mari national movement and the Mari Ushem organization. When preparing material on the Mari national movement, not all organizations were available, but some promised to tell about their activities later. The Federal National Cultural Autonomy (FNCA​) of the Mari has been criticized for its interaction with the authorities and inefficiency. The head of the autonomy, Larisa Yakovleva, and its Executive Director, Natalya Pushkina, spoke about their work and the problems of the Mari people.

– Larisa Nikolaevna, tell us about the history of your organization.

– FNCA established regional cultural-national autonomies of the Mari. Over the year, it has grown by several organizations, both regional and autonomies created at the district level. According to the law, a regional cultural national autonomy of the Mari cannot be created in Mari El, since it cannot be created in regions where the people of the autonomy are titular. But we hold events both in Mari El and in other regions. We invited all willing Mari to our last conference in the Sverdlovsk region, where we listened to all the proposals. If desired, a non-Mari can also participate in the work of the autonomy. The most active figures of the autonomy are the leaders of the regional NCAs: Tatarstan - Oleg Tretyakov, Udmurtia - Anatoly Radygin, Khanty-Mansiysk Autonomous Okrug - Vladlen Tretyakov, Tyumen - Margarita Menshikh, Perm - Raisiya Popova, Sverdlovsk region - Leonid Kanokaev. They approached me from Moscow - they want to create a national cultural autonomy for the Maritam. I will assist them, as the headquarters of the federal autonomy in Moscow. We are supported by men and women different ages, social status and place of residence.

- What is your activity?

– Preservation and development of the Mari language, traditions and culture. We hold ethnocultural forums for high school students, rural Mari youth, events dedicated to the centenary of the first congress of the Mari people. Many founders of the Mari national movement were repressed in the 1930s and secretly buried at the Arkhangelsk cemetery in Kazan. We would like to arrange a memory action in their honor, as well as a photo exhibition "They were the first!"

- Tell us more about who finances you?

- The federal autonomy must exist for a year in order to have the right to participate in competitions for state grants. Therefore, only since December we have received the right to do this. We don't even have a bank account. We are a non-governmental institution. The state will finance only our real activities - office work, writing projects, their defense, declaring the expected result. We must go to the people and at the same time interact with the authorities, with public organizations. The autonomy does not lure members of "Mari Ushem" from the regions under the guarantees of state funding, as "Mari Ushem" claims.

– How is your work in terms of achieving your goals and objectives?

- Goals are written in the charter. Their achievement is impossible to touch and count. There is no task to increase the number of Mari by 10% by December 31, two thousand of some year. Being the chairman of the All-Mari Council, I set the task of working with the youth, I was the initiator of holding meetings of the Mari youth. They are funded by the government of Mari El. If the autonomy receives financial support, we can hold this rally in any region. AT Perm region in the village of Vaskino we managed to save the Mari school. What questions did we raise and, thanks to interaction with the authorities, solved them?

We raised the issue of learning the Mari language in the Krasnoufimsky district of the Sverdlovsk region, where only 1% of the population is Mari. Government officials are listening. They are ready to buy textbooks so that Mari children learn their native language.

– Do you have goals in the sphere of the political and economic situation of the Mari?

- We do not have such goals in the charter, but I speak in the regions on this topic with people from power. We want a greater representation of the Mari in government - now it is insufficient. I don’t know why this is so - I am not the personnel service of the republic. But no one prevents the Mari from expressing themselves in the political arena. I am glad when the guys with whom I worked in the Mari national movement come to power. For example, Alexander Smirnov from the village of Urgaksh, Sovetsky District, is now a deputy of the State Assembly of Mari El.

The autonomy does not have the authority to improve the well-being of the Mari

The economic situation of the Mari does not differ from the situation in the rest of Russia. Yes, the same Tatars in Tatarstan live richer than the Mari. But the situation is changing - in the village, many Mari have built good spacious houses for themselves. The autonomy does not have the authority to improve the well-being of the Mari. But we are not going to just sing and dance.

- Do you see a problem in the decrease in the number of Mari?

– We see, but this is a consequence of assimilation. Many Mari do not want to call themselves Mari. Not that they begin to feel Russian - they cease to associate themselves with any nationality. Only at the age of 45-50 does a Mari usually turn to his roots. The Mari will not die out, even if the current trend to reduce their numbers continues, as we do everything possible to develop the Mari national consciousness. But the next census will show a continued decline in the number of Mari. If in Yoshkar-Ola the Mari develops, then in the villages it fades. If the Mari themselves do not want to learn their language, no amount of his hours at school will save it.

– Tell us in more detail, how is the situation with teaching Mari in your native language?

– It is not true that teaching the Mari language in the schools of Mari El is optional. It is mandatory, but each school independently decides on the volume of its study. There are hours of studying the Mari language, less than which it cannot be studied at school. Many Mari parents believe that their children should not learn their native language. This is a consequence of globalization. Everyone wants to free up time for learning English.

Is the Mari language used in office work? In the Ministry of Culture of Mari El, a special order introduced office work in Russian and Mari. If you verbally or in writing apply to the authorities in the Mari language, then you are obliged to serve. How is it happening in practice? The Mari people are tactful. If a Mari sees that they do not want to speak Mari with him, he switches to Russian. The FNKA itself conducts office work in Russian and Mari, but prefers to interact with the federal government in Russian.

– How is the situation with the Mari culture?

- Unlike the situation ten years ago, Mari culture is not only a holiday for grandparents. It was then that the radio station "Mari El Radio" was born, where they spoke the Mari language from morning to evening and met with our radio listeners off the air in the form of concerts and ethnic discos. We tried to make these events chic light and sound, hold them on the best venues republics. Now you need to buy tickets in advance for the Mari events. In Yoshkar-Ola, people come here from the villages on purpose, they order "gazelles". The ethnomusical "Daughter of God" was staged in the theater. – What is the position of the Mari national religion in society?

The teaching of the Mari language in the schools of Mari El is compulsory, but each school independently decides on the volume of its study.

She is officially registered. There is a coordinating Council of Elders. Recently, more young people come to Mari prayers, although no one advertises prayers. At prayers, a national consciousness is brought up in the Mari. 600 sacred groves in Mari El exist as natural monuments. – What are your relations with other Mari national organizations?

- We have not had, do not have and will not have a confrontation with other Mari public organizations, since the more people are united in organizations where they work, put forward proposals, the better. I do not evaluate anyone among the representatives of the Mari national movement positively or negatively. With my experience, I can even help and support them.

– What political parties and social movements do you cooperate with in achieving your goals?

- With everyone. Most members of the autonomy are non-partisan. We don't have any special relationship with United Russia.

– Did the former Mari authorities contribute to the activities of the Mari national movement?

- The federal national cultural autonomy of the Mari, by law, operates outside the boundaries of Mari El. Therefore, we had little contact with the Mari authorities.

  • The Mari as a people were formed in the Middle Volga region in the first half of the first millennium AD. The mountain tribes of the Mari lived on the right bank of the Volga, the meadow tribes lived on the left, in the Volga-Vyatka interfluve.

They actively took part in the peasant wars under the leadership of Stepan Razin and Emelyan Pugachev, because of which the Mari were officially forbidden to engage in blacksmithing in order to prevent anti-state uprisings, they were forced out of the banks like the Volga, Vyatka and Vetluga, they were not allowed to live in cities. The Mari could not hold any elective posts higher than in the rural community.
  • The greatest protest of the local population was caused by the forced Christianization brought by the Russians. Fleeing from it, many Mari fled to the Urals, where they became known as the Eastern Mari and are still quite numerous. On December 1, 2016, it will be exactly one year since the official registration of the federal national-cultural autonomy of the Maris of the Russian Federation took place, initiated by its founders, representing two regional organizations in the person of the NCA of Udmurtia and the Leningrad Region, with the simultaneous presence of the RNCA in Bashkortostan and Tatarstan with the active participation of officials from Ministry of Culture of the RME, functionaries of "Mer Kanash" and directly the deputy of the State Duma of the VI convocation L.N. Yakovleva.

But today each of us is curious to know, what happened as a result of this? Moreover, I would like to hear the opinion of both the leaders of the FNCA and its ordinary members. For example, what did it bring in that was new, distinctive, something that simple, ordinary ethno-cultural organizations do not have, let's say, at all? Such as "Mer Kanash", "Mari Ushem" or the pseudo-elitist "Mari National Congress"?

For the sake of justice, I must note the significant work done to create local national-cultural autonomies by the founders in the Kirov region (3), Nizhny Novgorod region (4), Tatarstan (4), Udmurtia (4), as well as in Khanty-Mansiysk (1) and Yamalo-Nenets (1) autonomous districts. And especially on the eve of the registration itself. It was then that Mari MNCA appeared in Novocheboksarsk (Chuvashia), Naberezhnye Chelny (Tatarstan), Nyagan (KhMAO) and Salekhard (YaNAO). And this trend of quantitative growth continued in the first half of 2016, an example of which is the MNCA of the Mari in the Birsky district of Bashkortostan, as well as in the city of Mozhga, Udmurtia.

But, unfortunately, the statistics of the Ministry of Justice of the Russian Federation today absolutely do not record the presence in the State Register of Legal Entities of the RNKA and MNKA of the Mari of the Leningrad Region and St. Petersburg. Apparently, the registrars have strong claims against them, which should be the subject of increased attention and investigation by the management of the FNCA. And I'm personally interested in other questions. For example, how many meetings have been held by the governing (working) bodies of the federal autonomy? What was considered and what decisions were made? What is their performance?

The legal address in the Charter of the FNCA is the permanent representation of the RME, located at 50 Bolshaya Yakimanka Street (Moscow), which, in the opinion of prosecutors supervising the activities of public organizations, cannot be used in this capacity due to its belonging to the executive power of the Republic, because national-cultural autonomies are created on the principles of extraterritoriality and independence from the titular republics. It is also interesting to know what is the further fate of the executive director of the FNKA A. Gorbunova, the former assistant of Larisa Nikolaevna in the State Duma, who is still the main, official, official having the right to represent the interests of the Mari "federalists-autonomists" without any power of attorney, but being ethnically unrelated to the Mari nation in any way? By the way, Gorbunova was at the same time, and maybe still is, the chairman of the audit commission of the NGO "Educators of Russia".

The problems of the functioning of national-cultural autonomies in the country within the framework of the implementation of the relevant law have become the subject of my personal research interest for some time now. June 2016 in the scientific works of the Faculty of History of Moscow State University. Lomonosov published my voluminous material on this topic in the form of an interview. In the near future, in the journal “Bulletin of the Russian Nation (included in the list of the Higher Attestation Commission of Russia) in collaboration with V.A. Mikhailov - professor, head. In addition, I have just completed the historical and ethnographic project "National-cultural autonomies of the Russian Federation (1996-2016)", which contains more than 80 articles about all ethnic communities whose representatives (citizens) created public structures of this type with beating their historical origin and demographic indicators of presence in the population modern Russia. In the future, the textual material will be supplemented with illustrative series (photos, documents, diagrams, etc.), and possibly even video films, video clips (in the case of an electronic version) for each ethnic group included in the project. This kind of atlas is intended to become a scientific - methodological guide for scientists, graduate students, university students, as well as for civil servants working in this area, and, of course, for functionaries - public figures. Naturally, it contains an article about the Mari MNKA-FNKA, indicating their geographical distribution. And this whole list begins with a little-known community of Abaza, and then other ethnic groups follow, arranged in alphabetical order, among which there are, for example, the Nivkhs - the ancient, indigenous people of Sakhalin, nicknamed by the Russian population as Gilyaks. Their appearance in the list of founders of the NCA was not a simple matter. Long years in the departmental register of the Ministry of Justice, a local national-cultural autonomy called "Nogliki" appeared. In the course of the clarification, it turned out that this is just the name of the regional center. I had to connect the apparatus of the Sakhalin senator in the Federation Council, with the help of which it was possible to establish the ethnicity of this MNCA, designed to solve difficult tasks of preserving the language, culture, traditions Russian citizens- Nivkhs with a population of 4652 people (2010 census).

For information, I also cannot but say about the fact that at the meeting of the Council on Interethnic Relations held on October 31, 2016 in Astrakhan with the participation of V.V. Putin's main speaker - V.Yu. Zorin, Deputy Director of the Institute of Ethnology and Anthropology Russian Academy Sciences, used my new developments that characterize the current situation in the field of activity of national-cultural autonomies.

And in this regard, I can say that I am ready to provide advisory assistance to the Mari NCA in the hope that their voice will not be lost in the circles of the multinational Russian society. Of course, if they want this and are not afraid of contacts with me was not among the members of the Presidential Council, which included representatives of 15 FNCA, with the exception of Armenians, Georgians, Nogais and Mari. Their places were taken by the leaders of the All-Russian organizations, in particular A. Abrahamyan - President of the "Union of Armenians of Russia", A. Paskachev - Chairman of the "Russian Congress of the Peoples of the Caucasus" and well-known to us P.N. Tultaev, head of the Association of Finno-Ugric Peoples of the Russian Federation, who changed his status from the mayor of Saransk to the post of Head of the Administration of the capital of Mordovia. Will a representative of the FNCA of the Maris of Russia ever become a full member of the Public Council under the President of the Russian Federation? It is difficult to answer this rhetorical question, although, in my opinion, the so-called leaders of the FNCA of the Assyrians, Gypsies, Poles, Kurds occupy their places in it, at the base of which there are only one or two regional organizations and several local ones. These associations have long ceased their social development and keep afloat only because no one is seriously interested in their activities for compliance federal law"On national-cultural autonomy". But in order for the FNCA to unconditionally recognize the Mari at the federal level, serious work is needed. This reputation must be earned. In the meantime, it is fading away, "without entering the color."

And it started from the stage of the founding, registration process, which took place under the patronage and with serious violations of the law, bypassing even the leading departments of the Department for Work with Non-Commercial Organizations of the Ministry of Justice of the Russian Federation. As far as I know, according to ministerial standards, in a year the Mari FNKA will be subjected to a comprehensive audit, during which, accordingly, all existing sins will come to light. And therefore, before it is too late, the whole economy should be carried out in order.

Who can do it? Perhaps Anatoly Ilyich Radygin, whom I continue to hope for despite the former "critical arrows" addressed to him. And the fact that today he is not active in public discussions on the Internet on his own behalf, I think that this is due to his serious disappointment, which arose due to the lack of significant results in the assets of the FNKA and the collapse of hopes under the influence of the crisis state of the Mari national movement, continued in the post-Congress period.

In short, if we do not want to lose the FNKA, as happened in 2008. with Mer Kanash, then one should soberly assess the situation inside it, including through the prism of the role of ex-deputy of the State Duma Yakovleva. At the same time, once and for all, one should “cut one’s nose” that the federal national-cultural autonomy, by its social nature, cannot have a universal unifying function within the entire Mari people, because its members are only those who live outside Mari El. And this means that it has no legal right to speak for the entire Mari ethnic group, and even more so, to represent its interests, as the only existing organization. It's time to put an end to such myths (!!!).

There is a second serious drawback, of which there are quite a few, and which lies in the fact that national-cultural autonomy implies mono-nationality, which excludes to a certain extent the participation of a large number of those who were born from mixed marriages and have not decided on their ethnicity in the absence of passport line. These restrictions are not typical, for example, of fellow countrymen and other national associations, which can be staffed by people of a different blood who wished to learn and, if possible, master the language, culture and traditions of a particular people, whose citizens created this or that organization.

I have repeatedly heard the opinion of individual republican officials from Mari El regarding the response to the euphoria around the created FNKA. And I must say that their speeches were clearly dominated by the desire to quickly “shake off” it, letting it “float freely” in search of shelter and reliable sources of funding in order to remove from the Republic a share of this burden and responsibility, How will this journey end, taking into account the inexpressive for “ United Russia” of the results of the September 2016 election campaign? It is possible that the 2017 ITR budget will see marked reductions in national policy spending. Perhaps, to a lesser extent, to the FNKA, but more to the Mer Kanash and the Mari National Congress, L.I. taking into account the group of “collaborators” that appeared in its ranks under the influence of Yakovleva, which, since 2007, has become a systemic pro-Markel apologist. True, some of them are trying in every possible way to disown Markel's influence. The other day one of them - V.K. Ivanov was dismissed by the presidium of the MAOO "Mari World-21st Century" from the post of vice-president, having considered frank schismatics in his actions.

Now they, carried away by political demagoguery, are trying to put all the failures of the Mari national movement on the shoulders of one NGO “Mari Ushem”. It is no coincidence that articles appeared on the Internet calling on “Mari Ushem” to lead the political struggle for the seat of the future Head of the Republic, which could inevitably lead to the liquidation of the oldest organization at the end of its 100th anniversary due to violation of the Federal Law “On Public Associations”. According to this law now "Mari Ushem" has the right only to participate in elections and referendums in the manner prescribed by federal law, which states that this should be spelled out in the Charter of a public organization (edition of the Federal Law of March 12, 2002 No. 26-FZ). In addition, a public organization is allowed to propose its candidates for inclusion in common list candidates nominated by an electoral association at the head of a particular political party that has its own divisions, say, in the territory of Mari El. Thus, the regional branches of political parties should be at the center of the political struggle for the interests of the Mari, and not "Mari Ushem" (!).

So this kind of attacks on the NGO "Mari Ushem" is at least not serious and dishonest, and even more so, having political implications. Yes, in the sad 1990s, the registration of individual social and political organizations was allowed in the country. But now it is not. And even if we consider the legitimacy of the participation of a part of the “Mariushemo” and their supporters on the side of local communists during the pre-election campaign period, then it is better to approach here from the standpoint of the possible use of this experience in the practice of other political parties that have their branches in Mari El, since the law does not allow their creation on the principles of national identity of future party members.

The very delegation of L.N. Yakovleva as an active member " United Russia"In search of happiness in a single-mandate constituency, I tend to regard it as a tactical ploy to neutralize the sympathies of the Mari voters in favor of the Communist Party. The fact that Yakovleva did not succeed is not only her fault. And Larisa Nikolaevna should not position herself as a persecuted victim of Markelov, but rather be proud of the trust. Otherwise, in the near future, her political career may be at an impasse.

True, there is a chance to earn her authority if she dares to lead the reform of the stagnant swamp in the person of the regional representation of the ruling party. As, for example, Alexandrov G.P. did it. - the manager of the Marigrazhdanstroy trust, one of the founders in the RME of the regional branch of United Russia, openly opposed Markel's corrupt lawlessness. But will Yakovleva have the spirit to do so? Or will she, like Mrs. H. Clinton, continue after the defeat through her devoted associates to “muddy the waters” around the hated “Mary Ushem”?

There is another opportunity for its self-preservation, for example, to lead the coordinating (consultative) inter-party process, having previously sorted out the questions: how many Mari are in the ranks of the political parties operating in the republic? What role do they play in the interests of the Mari people? Why are there so few Mari among the deputies of the State Assembly? As a result, perhaps, she will be able to decide on a single candidate for the post of the future Head of the Republic from among the worthy Mari. And as for the first anniversary of the formation of the Mari FNKA, I would wish its members every success, but especially without relying on help from Mari El. Further, it would be ideal if the management of the FNKA could conclude contracts (agreements) with the authorities of the Kirov, Nizhny Novgorod, Leningrad regions, as well as Bashkortostan, Udmurtia, Tatarstan, Khanty-Mansiysk Autonomous Okrug, YaNAO for obtaining financial, organizational support in the development and implementation of targeted programs and projects for the preservation and development of the Mari culture, as well as the active use of the native language in the educational process.

But in terms of anonymous articles that appeared on mariuver, one cannot fail to notice with what illusory ease an author or a group of authors discuss a given topic. They can be: either amateurs (profanes) in the field social activities, which do not take into account the difficult conditions in which, say, the “Mariushemo” workers have to work, without their own constant angle and the availability of reliable sources of funding; or they are provocateurs (wise men) who are trying to provoke a false start in order to identify in advance the plans of public associations for the upcoming elections of the Head of the RME for a possible interception of moderator functions. Once I even wrote that sooner or later pro-Markel people, including journalists, will come to this site as opposed to anti-Markel publications. Today, when it has become clear to everyone the information loss, and in all respects, of the regime existing in Mari El, created with the participation of the ruling party, we can well admit the desire of these people to take the initiative into their own hands and act under the flag of the benefactor of the Mari people and overload the national movement. We must be prepared for this, because the time for an idyllic approach to assessing the surrounding reality, characteristic of the 1990s, has passed. The face of emerging capitalism and the local bourgeoisie is clearly presented in all its guises, where a significant role belongs to those who from among the Mari agreed to faithfully serve the masters of life.

In this regard, I consider it necessary, first of all, to find out the true authorship of the articles, without which it is impossible to trust them. And one of the readers of the site is absolutely right, who turned to its administrator with a condemnation of such publications, seeing in them a derogatory attitude towards the Mari.

It is impossible to ignore the attempts to activate individual "young Mari" on this site. The main wish for them is to act, but without excessive opposition and foppishness, preserving the energy of serving the people for as long as possible and respecting the experience, precepts of previous generations!
