HOW TO MAKE CHANGES IN PASSPORT DATA?

The main document proving the identity of a citizen of the Russian Federation on the territory of the Russian Federation is a passport. The passport form is filled out by entering information about the identity of the citizen (full name, gender, date and place of birth) and putting marks, for example, on registration at the place of residence, on children under 14 years of age, on registration and divorce (p. p. 1 , , Regulations on the passport of the Russian Federation, approved by Decree of the Government of the Russian Federation of 08.07.1997 N 828).

When certain circumstances occur, a citizen may need to make changes to his passport data, which is carried out by putting marks in the current citizen's passport or by replacing the passport.

O marks that can be affixed to the passport without replacing it

Marks in connection with changes in passport data that do not entail the replacement of a passport are made by specially authorized bodies. Such marks, in particular, include the following (clause 5 of Regulation N 828; clause 49 clause 11 of the Regulation, approved by Decree of the President of the Russian Federation of December 21, 2016 N 699; clauses "c", "t" clause 4 of the Instruction , approved by the Order of the Minister of Defense of the Russian Federation N 366, the Ministry of Internal Affairs of Russia N 789, the Federal Migration Service of Russia N 197 of 10.09.2007):

1) on registration at the place of residence and deregistration, which are put by the territorial bodies of the Ministry of Internal Affairs of Russia or authorized officials of the MFC;

2) on the attitude to military duty of citizens who have reached the age of 18, who are appointed, among other things, by military commissariats;

3) on registration and dissolution of marriage, which are put, among other things, by registry offices;

4) about children (citizens of the Russian Federation who have not reached the age of 14), who are placed by the territorial bodies of the Ministry of Internal Affairs of Russia;

5) on the issuance of basic documents proving the identity of a citizen of the Russian Federation outside the territory of the Russian Federation, which are issued by the territorial bodies of the Ministry of Internal Affairs of Russia or other authorized bodies.

At your request, your passport can be marked with your blood type and Rh factor, as well as the TIN, which are set by health care institutions and tax authorities, respectively.

P procedure for making changes to passport data by replacing a passport

Replacing a passport in order to make changes to passport data is required if you 07/03/2016 N 305-FZ):

1) have reached the age of 20 or 45;

2) changed the full name, information about the date (day, month, year) and (or) place of birth;

3) changed gender, significantly changed appearance;

4) discovered that there are inaccurate or erroneous entries in the passport.

To make changes to the passport data by replacing the passport, we recommend that you follow the following algorithm.

W Step 1. Prepare documents for passport replacement and pay the state fee

To replace a passport, the following documents are required (clause 13 of Regulation N 828; part 2 of article 35 of Law N 305-FZ; clause 23, , , , of the Administrative Regulations):

- statement . At the same time, in the period before the production of forms, seals and stamps of a new sample, but no later than December 31, 2017, forms, seals and stamps of the abolished FMS are used;

Passport to be replaced;

Two personal photographs sized 35 x 45 mm;

Documents that confirm the grounds for replacing a passport (for example, a marriage certificate issued by the registry office);

The amount of the state duty for issuing a passport of a citizen of the Russian Federation is 300 rubles. W Step 2. Contact the territorial body of the Ministry of Internal Affairs of Russia

Documents must be submitted within 30 days after the grounds for replacing the passport arise. They can be submitted to the territorial body of the Ministry of Internal Affairs of Russia (at the place of residence, place of residence or place of appeal) directly or through the MFC or through the Unified Portal of Public Services (clause 10,, Regulations N 828).

Chapter 1. General Provisions

Article 1. Scope of application of this Federal Law

1. This Federal Law regulates legal relations arising between the federal executive authorities of the Russian Federation and a citizen of the Russian Federation related to the issuance and validity on the territory of the Russian Federation of the main document - the passport of a citizen of the Russian Federation.

2. The provisions of this Federal Law shall not apply to relations connected with the exercise of the right of a citizen of the Russian Federation to leave the Russian Federation and enter the Russian Federation in accordance with Federal Law No. 114-FZ of August 15, 1996 "On the procedure for leaving the Russian Federation and entry into the Russian Federation".

Article 2. Purpose of the passport

1. The passport of a citizen of the Russian Federation (hereinafter referred to as the passport) is the main identity document of a citizen of the Russian Federation on the territory of the Russian Federation.

2. A passport confirms that a person belongs to the citizenship of the Russian Federation and provides him with the opportunity to exercise the constitutional rights and freedoms of a citizen of the Russian Federation.

Article 3

1. All citizens of the Russian Federation who have reached the age of 14 and reside on the territory of the Russian Federation are required to have a passport. Upon reaching by a citizen (with the exception of conscripted military personnel) the age of 20 and 45 years, the passport is replaced by a new document.

2. Until the age of 14, the identity card of a citizen of the Russian Federation is a birth certificate issued by a civil registry office or other authorized body on the territory of the Russian Federation, as well as a diplomatic mission or consular office of the Russian Federation outside the territory of the Russian Federation.

In case of violation of this requirement, citizens of the Russian Federation shall be liable in accordance with the legislation of the Russian Federation.

3. A citizen of the Russian Federation is obliged to carefully keep his passport. In case of loss of a passport, a citizen is obliged to immediately apply to the territorial body of the Federal migration service Russian Federation at the registered place of residence, or at the place of stay with a written application.

4. If a passport is lost outside the territory of the Russian Federation, a citizen of the Russian Federation is obliged to immediately apply to diplomatic mission or a consular office of the Russian Federation.

5. For the period until the issuance of a new passport to a citizen of the Russian Federation in the event of loss of a passport, upon his written application, the territorial body of the Federal Migration Service issues a temporary identity card of a citizen of the Russian Federation, the form, procedure for issuing and issuing which are established by the Government of the Russian Federation;

Article 4. Obligations of authorities state power for registration, issuance (replacement) and acceptance of a passport

1. The procedure for manufacturing, issuing, reissuing, withdrawing, terminating a passport is governed by regulatory legal acts of the Government of the Russian Federation adopted in accordance with this Federal Law.

2. The direct responsibility for the execution of documents is assigned to the federal executive body that performs the functions of developing and implementing public policy and legal regulation in the field of migration, law enforcement functions, functions of federal state control (supervision) and the provision (execution) of public services (functions) in the field of migration, state control (supervision) and the provision (execution) of public services (functions) in sphere of migration (hereinafter referred to as the Federal Migration Service or its territorial body), which:

1) enters in the passport information about its owner and the marks provided for by this Federal Law;

2) issue (replace) a passport to a citizen of the Russian Federation upon his application within the time limits established by this Federal Law;

3) accepts the passport of a citizen of the Russian Federation after his death, as well as the found passport;

4) issue to a citizen of the Russian Federation, at his request (application), a temporary identity card of a citizen of the Russian Federation in case of loss of a passport for a period until the issuance of a new main document.

Article 5. Requirements for issuing a passport

1. Passport blanks are made according to the uniform standard established in the Russian Federation. The method of manufacturing blank passports and the choice of materials from which they are made are determined by the Government of the Russian Federation.

2. The passport must have a system of protection against unauthorized manufacture and forgery, as well as a place for making machine-readable entries.

Article 6

1. Passport blanks are made according to a single model for the entire Russian Federation and are drawn up in Russian.

For passport blanks intended for registration in the republics that are part of the Russian Federation, inserts can be made at the expense of the budget of this republic, bearing the image of the state emblem of the republic and providing for the introduction on state language(languages) of this republic information about the identity of a citizen. Republic. The form of the insert is established by the executive authorities of these republics and the Federal Migration Service of the Russian Federation.

2. The procedure for issuing, issuing, replacing, handing over and withdrawing basic documents is established by this Federal Law, and in the cases provided for by this Federal Law, by the Government of the Russian Federation.

Article 7. Grounds for temporary refusal to issue the main document

The grounds for temporary refusal to issue a passport are:

1) failure to submit documents and information required for issuing a passport;

2) establishing the fact of submission of documents issued in violation of the established procedure or on the basis of documents with deliberately false information;

3) the presence of corrections in the submitted documents;

4) stay in places of deprivation of liberty by a court verdict;

5) failure to submit a receipt for payment of state duty or consular fee.

Other grounds for a temporary refusal may be determined only by amending this Federal Law.

Article 8. Grounds for changing a passport

1. The grounds for replacing a passport are:

1) expiration of the passport;

2) change by a citizen of the Russian Federation in accordance with the established procedure of a name, including a surname, a proper name and (or) patronymic, or information about the date and (or) place of birth;

3) the unsuitability of the main document for further use due to its wear or damage or the absence of clean pages for making marks provided for by this Federal Law;

4) establishing the erroneousness of the entries made in the passport;

5) gender changes.

2. The replacement of a passport can also be carried out in other cases provided for by the legislation of the Russian Federation.

Article 9. Collection of fees for the issuance or replacement of a passport

1. For the issuance or replacement of a passport is paid government duty in the amounts established by the legislation of the Russian Federation on taxes and fees.

For the issuance of a passport, for making changes to it by diplomatic missions and consular offices of the Russian Federation, a consular fee and a fee for reimbursement of actual expenses are charged, established in accordance with the legislation of the Russian Federation.

For the registration and re-registration of organizations with the federal executive body in charge of foreign affairs, a state fee is paid in the amount and in the manner established by the legislation of the Russian Federation on taxes and fees.

2. For the replacement of a passport due to the error or inaccuracy of the entries made in it due to the fault of the authority that issued the passport, no fee is charged.

Chapter 2. Passport of a citizen of the Russian Federation

Article 10. List of information and marks entered in the passport

1. The following information about the identity of a citizen of the Russian Federation shall be entered in the passport:

surname, name, patronymic, gender, date of birth and place of birth in accordance with the birth certificate. If a citizen is unable to provide a birth certificate, he can obtain a passport on the basis of other documents confirming the information necessary to obtain it.

In addition, the passport indicates the date of its issue, the name of the authority that issued the passport and the code of its unit, as well as the personal signature of the citizen. The specified information is certified by the signature official and the seal of the territorial body of the Federal Migration Service that issued the passport.

2. The following marks shall be entered into the passport of a citizen of the Russian Federation:

1) on registration of a citizen of the Russian Federation at the place of residence and deregistration at the place of residence - a territorial body of the Federal Migration Service;

2) on previously issued basic documents proving the identity of a citizen of the Russian Federation on the territory of the Russian Federation - by the territorial body of the Federal Migration Service;

3) on registration and dissolution of a marriage of a citizen - by the civil registry office and the territorial body of the Federal Migration Service;

4) for children under the age of 14 - by the civil registry office and the territorial body of the Federal Migration Service;

5) about extradition foreign passport certifying the identity of a citizen of the Russian Federation outside the Russian Federation - by the authority that issued such a document;

6) on the attitude to military duty of a citizen of the Russian Federation who has reached the age of 18 - by the military commissariat;

7) on the identification number of the taxpayer (at his request) - by the tax authority and the territorial authority of the Federal Migration Service;

8) on nationality (at the request of a citizen on the basis of his written application), - by the territorial body of the Federal Migration Service;

9) on the blood type and Rh factor of a citizen (at his request) - by a healthcare institution.

The list of information, marks and entries entered in the passport provided for by this article is exhaustive. A passport with marks not provided for by this Federal Law is invalid.

3. The marks in the passport are made with seals and stamps, the shape and size of which, as well as the procedure for their manufacture, are approved by the Government of the Russian Federation.

4. The description of the passport form, the content of the details of the passport and the procedure for making marks in the passport are determined by the Government of the Russian Federation.

Article 11. Validity of a passport

1. The citizen's passport has the following validity period:

1) from the day a person reaches 14 years of age until the day he reaches 20 years of age;

2) from the day a person reaches 20 years of age until the day he reaches 45 years of age;

3) from the day a person reaches the age of 45, a passport is issued for an unlimited period.

2. Passports are issued or replaced for conscripted servicemen at the end of the established period military service by invitation.

If the validity of the passport expires during the conscription military service by a citizen of the Russian Federation, the passport is subject to replacement at the registered place of residence, and in the absence of registration at the place of residence - at the place of residence or actual residence of the citizen after he completes military conscription service .

Article 12. Place of issue (replacement) of a passport

If a citizen of the Russian Federation does not have registration at the place of residence on the territory of the Russian Federation, a passport is issued to him (replaced) at the place of stay when he is registered at the place of stay or actual residence.

Article 13. Procedure for issuing and issuing (replacing) a passport

1. A citizen of the Russian Federation, upon reaching the age at which it is envisaged to obtain or replace a passport, as well as in other cases that are the basis for replacing a passport, is obliged personally, and if the citizen is recognized in the prescribed manner as incapacitated through his legal representatives, to apply to the territorial body Federal Migration Service at the registered place of residence, and in the absence of registration at the place of residence - at the place of stay or actual residence with an application for the issuance (replacement) of a passport, the form of which is established by the Federal Migration Service of the Russian Federation.

2. In the event of submission of knowingly false information or forged documents required to obtain a passport, citizens of the Russian Federation shall bear liability in accordance with the legislation of the Russian Federation.

3. The term for issuing a passport to a citizen of the Russian Federation shall not exceed 10 working days from the date of receipt by the Federal Migration Service of an application for the issuance (replacement) of a passport, relevant documents and photographs. At the same time, at the request (application) of a citizen of the Russian Federation, a temporary identity card of a citizen of the Russian Federation is issued for this period.

4. If it is not possible to establish the identity of a citizen of the Russian Federation within the period necessary for processing and issuing a passport, this period may be extended in accordance with the procedure established by the body of the Federal Migration Service, however, it should not exceed one month from the date of receipt of the documents necessary for issuing a passport documents.

5. When a citizen of the Russian Federation applies to the territorial body of the Federal Migration Service with a statement about the loss of a passport at the place of stay, the period for issuing a passport should not exceed two months from the date of filing such an application.

Article 14. Surrender of a passport

1. The passport must be surrendered without fail in the following cases:

1) termination of citizenship of the Russian Federation;

2) death of the passport holder;

3) if the previously lost passport was found.

2. In the event of termination of citizenship of the Russian Federation, the holder of a passport is obliged to hand over his passport to the territorial body of the Federal Migration Service at the registered place of residence, and in the absence of registration at the place of residence - at the place of stay or actual residence. At the same time, the territorial body of the Federal Migration Service exercises control over the delivery of a passport. The holder of a passport residing outside the territory of the Russian Federation is obliged to hand over the passport to a diplomatic mission or consular office of the Russian Federation.

3. The passport of a deceased citizen of the Russian Federation is subject to surrender to the bodies that carry out state registration of acts of civil status on the territory of the Russian Federation, at the place of registration of death, which send it to the territorial body of the Federal Migration Service at the registered place of residence of the deceased on the territory of the Russian Federation, and in the absence registration at the place of residence - to the appropriate territorial body of the Federal Migration Service.

4. The passport of a citizen of the Russian Federation who died outside the territory of the Russian Federation is subject to surrender to a diplomatic mission or consular office of the Russian Federation for subsequent forwarding to the appropriate territorial body of the Federal Migration Service on the territory of the Russian Federation.

Control over the delivery of passports of citizens of the Russian Federation who died outside the territory of the Russian Federation is carried out by diplomatic missions or consular offices of the Russian Federation.

5. The found passport is subject to surrender to the territorial body of the Federal Migration Service, as well as to the internal affairs bodies, with its subsequent direction to the appropriate territorial body of the Federal Migration Service.

Article 15. Transfer of a passport for safekeeping

1. A citizen of the Russian Federation, in the event of his being called up for military service, is obliged to hand over his passport for safekeeping for the period of military service by conscription, with the exception of military personnel with the rank of officer. Procedure and place of storage of the passport in this case determined by the Government of the Russian Federation.

2. Passports may be temporarily kept by the administration of medical institutions when citizens of the Russian Federation are admitted for treatment in psychiatric hospitals.

Article 16. Withdrawal of a passport

1. The passport is subject to withdrawal in the following cases:

1) forged passports;

2) establishing the fact of issuing a passport based on forged documents;

3) unlawful possession of a passport by a person who is not its owner.

2. The passport is subject to temporary withdrawal:

1) in cases of detention, conviction to deprivation of liberty or placement in a psychiatric hospital by a court decision - for an appropriate period;

2) in other cases provided for by federal law.

3. A passport confiscated from a person taken into custody, sentenced to deprivation of liberty or placed in a psychiatric hospital, shall be transferred for safekeeping to the institution where this person is located.

4. On the grounds provided for in paragraph 1 of this article, the passport is seized by judges, officials of the prosecutor's office of the Russian Federation, federal executive bodies, their institutions, divisions and territorial bodies, as well as other state bodies authorized to do so on the basis of tasks and functions, assigned to them by federal laws, on the basis of reasoned decisions made by them.

5. The seized passport is sent to the territorial body of the Federal Migration Service, except in cases where it is recognized as physical evidence.

6. Seizure of passports from citizens of the Russian Federation, except for the cases provided for by this Federal Law, as well as accepting passports as collateral, are prohibited. For the illegal seizure of a passport, officials are liable in accordance with the legislation of the Russian Federation.

7. The procedure for the withdrawal of a passport, except for cases provided for by federal laws, is determined by the Government of the Russian Federation.

Chapter 3. Final Provisions

Article 17

Financing of activities for the production of forms and registration of passports of citizens of the Russian Federation, as well as special products and technical means for their registration in accordance with the list approved by the Government of the Russian Federation, is carried out at the expense of funds provided in the federal budget for the corresponding year for the maintenance of executive authorities; whose competence includes issuing passports of citizens of the Russian Federation

  • on the issuance of basic documents proving the identity of a citizen of the Russian Federation outside the Russian Federation - by the territorial bodies of the FMS or other authorized bodies.

At your request, your passport can be marked with your blood type and Rh factor (this is done by health care institutions), as well as the TIN (this mark is put by the tax authority).
Other marks, for example, about crossing the border of another state, which were affixed, in particular, by the border service of Ukraine, cannot be entered in the passport. In this case, it will be considered invalid.
Marks are made on the pages of the passport specified for them (Description of the form of the passport of a citizen of the Russian Federation, approved by Decree of the Government of the Russian Federation of 08.07.1997 N 828). However, if the mark is erroneously affixed to another page or cover of the passport, this does not invalidate the passport, which is confirmed by judicial practice (see, for example, Ruling of the Supreme Court of the Russian Federation of 04.03.2011 N 71-Г11-14).
To make changes to the passport by putting a mark, you must adhere to the following algorithm.

To put a mark, you may need documents confirming registration at the place of residence, military registration documents (military ID), certificate of birth, certificate of divorce, birth certificates of children under the age of 14 (paragraph 26 of the Regulations).

Check that the mark on children (citizens of the Russian Federation under the age of 14) is certified by the signature of an official and the seal of the territorial body of the FMS.

You need to replace your passport if you (clause 12 of Regulation N 828; clause 2.2 of the Regulations):

  • have reached the age of 20 or 45;
  • changed the last name, first name, patronymic, information about the date (day, month, year) and (or) place of birth;
  • changed gender, significantly changed appearance;
  • discovered that there are inaccurate or erroneous entries in the passport.

To make changes by replacing the passport, you must adhere to the following algorithm.

Step 1. Prepare Documents for Passport Replacement

List of required documents (clause 13 of Regulation N 828):

  • application (the form can be obtained on the website of the FMS of Russia);
  • passport to be replaced;
  • two personal photographs sized 35 x 45 mm;
  • documents that confirm the grounds for replacing a passport (for example, a marriage certificate issued by the registry office, a birth certificate).

In addition, it will be necessary to pay a state duty, the amount of which is 200 rubles. (clause 17 clause 1 article 333.33 of the Tax Code of the Russian Federation). Details for paying the fee can be found on the website of the FMS office serving your area, or copied from the stand.

Step 2. Submit the documents and receipt of payment of the state duty to the territorial body of the FMS

This must be done within 30 days after the grounds for replacing the passport arise (clauses 14, 15 of Regulation N 828). You can apply for a replacement passport at the place of residence and not at the place of residence.
Documents must be submitted directly or through officials of multifunctional centers for the provision of state (municipal) services. An application for a replacement passport and a personal photograph can be submitted at electronic form using the federal state information system "Unified portal of state and municipal services (functions)".

Step 3. Get a new passport

If you submitted documents at the place of residence, a passport will be issued to you within 10 days, and if not at the place of residence - within two months from the date of acceptance of the documents (clause 16 of Regulation N 828; clause 21 of the Regulations).
Until a new passport is issued, you can optionally be issued a temporary identity card. Another photo is required for its registration.

I. General provisions

1. The passport of a citizen of the Russian Federation is the main identity document of a citizen of the Russian Federation on the territory of the Russian Federation (hereinafter referred to as the passport).

All citizens of the Russian Federation (hereinafter referred to as citizens) who have reached the age of 14 and reside on the territory of the Russian Federation are required to have a passport.

2. Passport forms are made according to a single model for the entire Russian Federation and are issued in Russian.
Passport blanks intended for registration in the republics that are part of the Russian Federation may be made with inserts bearing the image of the state emblem of the republic and providing for the entry in the state language (languages) of this republic of information about the identity of the citizen. A passport in which information, marks or entries not provided for by this Regulation are entered is invalid.

7. Validity period of the citizen's passport:

from 45 years - indefinitely.

Upon reaching by a citizen (with the exception of conscripted military personnel) the age of 20 and 45, the passport must be replaced.

Passports are issued or replaced for conscripted military servicemen at the end of the established period of conscripted military service.

8. Control over the implementation of this Regulation is carried out by the territorial bodies of the Federal Migration Service.

9. Violation of the requirements of this Regulation entails the responsibility of officials and citizens in accordance with the legislation of the Russian Federation.

II. Issuance, replacement of passports and their use

10. Issuance and replacement of passports are carried out by the territorial bodies of the Federal Migration Service at the place of residence, at the place of residence or at the place of application of citizens in the manner determined by the Federal Migration Service.

11. To obtain a passport, a citizen presents:

A citizen has the right not to submit the documents specified in paragraph six of this paragraph, but only to indicate in the application for the issuance of a passport information about the body that made the decision to acquire citizenship of the Russian Federation.

Based on the specified information, the territorial body of the Federal Migration Service requests relevant information from the body that made the decision to acquire citizenship of the Russian Federation.

If a passport is issued to a citizen who has acquired the citizenship of the Russian Federation outside the Russian Federation, on the basis of the information provided by the specified citizen, the territorial body of the Federal Migration Service requests information on the acquisition of citizenship of the Russian Federation from the Ministry of Foreign Affairs of the Russian Federation.

In case of loss of a foreign passport issued by the Ministry of Foreign Affairs of the Russian Federation or a diplomatic mission or consular office of the Russian Federation, on the basis of the information provided by the citizen, the territorial body of the Federal Migration Service requests information about the fact of issuance of a foreign passport from the Ministry of Foreign Affairs of the Russian Federation.

Sending an interdepartmental request and obtaining information from the information systems of the Ministry of Foreign Affairs of the Russian Federation is carried out, including in electronic form using unified system interdepartmental electronic interaction.
An interdepartmental request is sent within 1 working day from the date of registration of a citizen's application for a passport. The preparation and sending of a response to an interdepartmental request is carried out by the Ministry of Foreign Affairs of the Russian Federation within 5 working days from the date of receipt of the said request.

In the absence of information on the acquisition of citizenship of the Russian Federation in the information systems of the Ministry of Foreign Affairs of the Russian Federation, the territorial body of the Federal Migration Service shall, in accordance with the established procedure, verify the circumstances indicating the presence or absence of the citizenship of the Russian Federation.

12. The replacement of the passport is carried out in the presence of the following grounds:
reaching the age specified in paragraph 7 of these Regulations;
change by a citizen in the prescribed manner of the last name, first name, patronymic, change of information about the date (day, month, year) and / or place of birth;
sex change;
unsuitability of the passport for further use due to wear, damage or other reasons;
detection of inaccuracies or erroneous entries made in the passport.

13. To replace a passport, a citizen presents:
an application in the form established by the Federal Migration Service;
passport to be replaced;
two personal photographs sized 35 x 45 mm;
documents confirming the grounds for replacing the passport specified in paragraph 12 of this Regulation.

14. Citizens submit documents and personal photographs necessary for obtaining or replacing a passport to the territorial bodies of the Federal Migration Service directly or through officials of multifunctional centers for the provision of state (municipal) services. An application for the issuance (replacement) of a passport in the form established by the Federal Migration Service and a personal photograph can be submitted by a citizen in the form of an electronic document using the federal state information system "Unified Portal of State and Municipal Services (Functions)".

Citizens who are in social service organizations have the right to submit these documents, an application and personal photographs to officials of these organizations.

Officials of multifunctional centers for the provision of state (municipal) services and social service organizations within 3 days submit documents submitted by citizens, an application and personal photographs to the territorial bodies of the Federal Migration Service for issuing a passport.

The acceptance of documents, applications and personal photographs may be refused if they do not meet the requirements provided for by these Regulations, or if not all the necessary documents are submitted.

Prior to issuing a new passport, a citizen, at his request, is issued by the territorial body of the Federal Migration Service a temporary identity card, the form of which is established by the Federal Migration Service.

18. Persons whose citizenship of the Russian Federation has ceased are required to hand over their passports to the territorial bodies of the Federal Migration Service at the place of residence or place of stay, and persons residing outside the Russian Federation - to the diplomatic mission or consular office of the Russian Federation in the host state, who send them to the territorial bodies of the Federal Migration Service at the last place of residence or place of stay of these persons on the territory of the Russian Federation.

19. The passport of a deceased citizen is handed over to the bodies that carry out state registration of acts of civil status on the territory of the Russian Federation, at the place state registration death to be sent to the territorial body of the Federal Migration Service at the place of state registration of the death of a citizen on the territory of the Russian Federation.

21. The passport of a person taken into custody or sentenced to deprivation of liberty shall be temporarily confiscated by a preliminary investigation body or a court and attached to the personal file of the said person. Upon release from custody or serving a sentence in the form of deprivation of liberty, the passport is returned to the citizen.

22. It is prohibited to confiscate a citizen's passport, except in cases provided for by the legislation of the Russian Federation.

at the bottom of the fifth - twentieth pages, insert, back flyleaf and cover - by laser perforation. The image of the digits of the series and the number of the blank passport is formed with the help of laser-burned holes in paper and binding material that are visible through the light.

4. The cover of the blank passport is made of wear-resistant dark red material. In its upper part, the words "Russian Federation" are placed in two lines, in the middle there is a golden embossed State Emblem of the Russian Federation (without a shield), and under it - the word "passport".

5. In the center of the front flyleaf there is an image of the Moscow Kremlin, under which there is a typographic drawing "rosette".

6. A color image is reproduced at the top of the first page of the blank passport State Emblem Russian Federation. In the middle (under the coat of arms), the words "passport of a citizen of the Russian Federation" are printed in three lines in ornamental design.
