How to issue a children's travel document, what is needed for this and in what cases is it issued?

In what cases can a child under the age of majority be issued a passport? What documents are required for this?

In accordance with clause 4 of the Rules for Issuing Foreign Passports, if a child needs to travel independently for temporary or permanent residence abroad, a foreign passport can be issued for him.
In accordance with paragraph 8 of the Procedure for Proceedings on Applications for the Issuance of Foreign Passports, before a citizen reaches the age of 18, a foreign passport is issued instead of a travel document for the following periods:

 for 10 years - in case of departure for permanent residence abroad of a child who was adopted by the family foreign citizens

 for 10 years - in case of departure abroad by persons who have reached the age of 16, to countries requiring a passport, or departure for study, permanent residence, long-term business trip, internship, contract work or treatment;

 for 3 years - in case of departure abroad of persons under 16 years of age to countries requiring a passport.

For registration of a passport for persons under the age of 18, such documents are submitted.

Young children under 16:

It must be taken into account that:
Article 313 of the Civil Code of Ukraine determines that individual, who has not reached 16 years of age, has the right to leave Ukraine only with the consent of the parents (adoptive parents), guardians and accompanied by them or accompanied by persons authorized by them with the provision of documents on this. The nuances of biometrics

In 2017, Ukraine adopted 2 types of identity cards for citizens abroad:

  2. Biometric passport with a chip.

It is impossible to issue a biometric passport without fingerprinting. However, fingerprints are not taken from children under 12 years of age. Therefore, a document for foreign trips of a Ukrainian under 12 years old is an old-fashioned booklet.

Who is applying

A young citizen under 16 years of age is not entitled to independently apply for a passport. Adults do it for him. Children under 12 do not even have to be accompanied by older family members.

Nuances of applying for a children's passport

Nuances when submitting documents by only one parent

  • If the mother or father is absent for any reason, the documents are submitted by one parent. The absent adult writes a statement, which is certified by a notary. If the citizen is abroad, the application is certified by the consulate of Ukraine.
  • If the parents are divorced, only the mother/father brings the documents. Additionally provided:
    • Divorce certificate.
    • Some departments of the migration service ask for a certificate of family composition (form No. 3 from the Housing Office).
  • If a son/daughter is raised by a single mother, she comes to the VHI unit. Additionally provided:
    • Certificate from the registry office on the record of the child according to the mother.
  • If one of the parents is a foreigner, the documents are submitted by the Ukrainian parent. Additionally provided:
    • Confirmation of the child's citizenship.
    • Foreign parent's passport.

The cost of a child's passport

Children under 16 years of age do not pay the state duty for the issuance of a certificate (in 2017, its cost is 170 hryvnia).

The laws of Ukraine state that children under 16 have the right to travel abroad in the presence of their parents/guardians/accompanying persons. If a young tourist travels only with his mother / father, the second parent must draw up consent for the departure of his son / daughter. In the case of a trip with an accompanying person, a similar permission from both parents will be required. The paper indicates the country of departure and the length of stay. Such documents are certified by a notary.

Travel documents for a child in Ukraine

Small citizens of Ukraine can travel abroad with their own identity - a child's travel document for traveling abroad, or being entered in the passport of one of the parents. In some cases, it is possible to issue your own "adult" passport.

A small but rather unpleasant feature of children's documents is that they can be issued only by contacting the OVIR at the place of registration.

Another option, simpler, but also more expensive: contact an intermediary firm, which, for a fee, will "solve the issue."

Unfortunately, the interregional passport issuing centers, which have gained fame as transparent and understandable OVIRs, are not involved in issuing children's travel documents. True, there you can enter the data of the child, but only when applying for a passport.

Travel document of a child for traveling abroad - "children's passport"

The blue book of a child's travel document, which is popularly called a children's passport, will allow the child to travel abroad both with their parents and accompanied by other adults (grandmother, nanny, head of the school group, airline representatives) - with the permission of the parents.

But even if you always travel with a child, please note that some embassies require or may require children to have a separate travel document.

Such a document is valid for only 3 years, or until the age of 18, if the child is "almost 18 years old."

Please note: in order to issue a travel document for a child to travel abroad, a notarized consent of both parents or a court decision is required if one of the parents does not give his consent.

Travel document of a child for traveling abroad: a package of documents

The standard package of documents for obtaining a child travel document includes:

1. Child's birth certificate + 1 copy

2. If the child is 16 years old, then take a passport, as well as a photocopy of 1.2 of its pages and a page with a stamp about the place of the last registration.

3. 4 photographs 3.5 x 4.5 cm - necessarily matte.

4. Notarized statement on behalf of both parents.

5. Civil passports of both parents.

6. Form No. 3 from the housing and communal services - if the parents are registered in different places and the child is under 16 years of age.

7. Identification code of the child (if any) or one of the parents.

8. Receipts for payment of services for issuing a travel document, as well as for providing a document form. Details and amounts for payment are usually listed on the OVIR bulletin board, so pay a warning visit in advance. If you draw up a document through an intermediary, receipts are not needed.

Travel document of a child for traveling abroad: terms and cost.

According to the law, issuance of a travel document for a child can take up to 3 months, but in practice, registration is completed within 30 calendar days from the date of submission of documents. If you need it urgently, then the document can be issued in 10 working days, and even in 3 days - for a fee.

In OVIR at the place of registration, a travel document will cost quite inexpensively: 30 UAH. 35 kop. costs registration and another 20 UAH. 40 kop. have to put it on the form. Total - 50 UAH. 75 kop.

More urgent registration - in 10 working days, costs 60 UAH. 70 kop. Total - 81 UAH. 10 kop. total.

However, the need to issue a child's travel document exclusively at the place of registration is given bread to intermediary firms that ask for a child's travel document from 400 UAH. up to 900 UAH The farther your place of registration from OVIR, where the company "resolves issues" - the more expensive.

If you plan to travel with a child, you can not draw up a separate document, but enter the data and photo of the child in the passport of one of the parents.

Children under 5 years old do not need to paste a photo. However, as our experience shows, a photo of a child in a passport, even at an earlier age, helps to avoid many questions at the border.

You can enter information about children in the passport at the OVIR at the place of registration, through an intermediary firm or at the interregional center for issuing passport documents, but only when you issue your own passport there.

To enter information into the passport of one of the parents, the permission of the other parent is not needed, which makes this option more convenient for spouses in a divorce, for example.

Please note that when leaving the country with a child, a notarized permission from the other parent is still required.

According to the legislation, entering the child's data into the parent's passport for 3 working days costs 41 UAH. 12 kop., for 10 days - 18 UAH. 63 kop. plus the payment of state duty in the amount of 8 UAH. 50 kop. For 30 calendar days, you must enter the children for free.

In the Interregional Center for Issuing Passport Documents in Bortnichi, they will ask for 18 UAH for entering data on children. 63 kop. for 30 days of registration and 37 UAH. 26 kop. for processing within 10 business days. In this case, the fee is not charged, since information about children is entered simultaneously with the issuance of a passport.

Intermediary firms ask for this service from 150 UAH. up to 400 UAH depending on the place of registration of the parent and the timing of execution.

"Adult" passport up to 18 years

In Ukraine, children usually receive a passport after the age of 18. However, the legislation lists cases when it is possible to obtain a passport earlier.

Clause 8 of the Procedure for Proceedings on Applications for Issuance of Passports of a Citizen of Ukraine for Traveling Abroad and Travel Documents of a Child states that a child can obtain a passport up to 18 years of age:

1. In case of travel to countries where a passport with more than early age(Czech Republic, Portugal, Spain)

2. When traveling abroad for permanent residence, on a long-term business trip, internship, study, work or treatment - from the age of 16

3. In case of traveling abroad to participate in the events of international organizations, which requires a passport

Children from 16 years old can get a passport valid for 10 years, up to 16 years old - for a period of 3 years.

Children's travel document or the so-called “children's passport” is an official document that allows minors from birth to 17.5 years of age, including to independently cross the border of Ukraine, both with their parents and accompanied by other adults. It is also an identity card abroad. It can be issued only by contacting the OVIR at the place of registration.

The validity of such a document is usually limited to 3 years, or in some cases until the age of majority. To issue a travel document, a notarized consent of the child's parents is required, if one of the parents does not give his consent, a court decision, a birth certificate, a passport, 4 photographs 35x4 mm, a receipt for payment. If the child is over 16 years old, the original passport and photocopies of the parents' civil passports will also be required. If there is no second parent, you will additionally need a document confirming this fact + TIN and a certificate from the Housing Office confirming that the child lives with one parent. To replace the old travel document, you just need to issue a new one by contacting the OVIR with the same list of documents. You can issue a travel document for a child without his presence. As a rule, up to 14 years of age a travel document is not needed (with the exception of some Schengen countries and some others), but, however, after reaching the age of 14, they will not be allowed through customs without a travel document.

The legislation of Ukraine also provides for cases when a passport can be obtained before reaching the age of 18. How much does a child's travel document cost?

The cost of the procedure as of April 1, 2015 is UAH 30.35, the cost of the form is UAH 24. If you need to quickly issue a travel document for your child, then you will have to pay twice as much (however, as with a regular passport for adults). The cost of obtaining a travel document for a child in this case will be 60.70 for the service and 24.0 for the form.

How to get a service for issuing a travel document for a child in Ukraine?

1. Apply. If the child is 16-18 years old, then he can do it on his own, if less, then the legal representative of the child, one of the parents or guardian, must apply.
2. Required package of documents for the child to travel abroad and issue a travel document:

  • Application (full name, number and series of passport, issuer, place of residence, contact phone number).
  • Receipt of payment for the cost of the service for issuing a travel document and the cost of the form.
  • If the child will travel alone without parents - a notarized power of attorney (the same applies to cases where the parents are not married, and the child lives with one of the parents). If in this case the parent is against it, then it can be challenged in court. If the children are 14-18 years old, then the application specifies the absence of circumstances that could prevent the departure.
  • Passport of a citizen of Ukraine, and for children who have not reached the age of 16 - a birth certificate.
  • The consent of a child aged 14-18, in writing and certified by a notary, is necessary if he leaves for a permanent place of residence.

Terms of consideration of the application

An application for issuing travel documents for traveling abroad is being considered up to 30 working days (if urgent - up to 10).

If there are circumstances that require urgent departure (this may be an illness, death of a relative, etc.), then documents are drawn up for three days.
If a Ukrainian child travels abroad with a foreign adopter, then a passport is issued within 10 working days.
If the child leaves with his parents (emigrates), then documents can be issued up to 3 months.

The document will be valid for up to three years or until reaching the age of 18.
