Kindergarten payments. Compensation for kindergarten: what documents are needed

At present, attending a kindergarten for a child is expensive for parents. Until recently, many could not afford to pay for the fact that three children go to the kindergarten at once, almost half of the wages one of the parents. But children still need to be dressed, shoes, fed, and the development of the child requires funds.

In this regard, since 2012 federal law“On Education in the Russian Federation” was written about the right of the founder of a preschool educational institution to independently establish the amount and procedure for providing parental fees for visiting a kindergarten by a child. At the same time, it was forbidden to include in payment the costs of educating children under one of the educational programs. In addition, parents are not required to pay the costs of maintaining the property. preschool.

The same law enshrined the right of parents whose children attend kindergarten to return part of the funds from the amount that they paid for attending kindergarten with their child. At the same time, it does not matter at all what kind of preschool institution we are talking about: public or private.

The procedure for applying for compensation for kindergarten

The kindergarten allowance can be used by all parents, regardless of their income. The main condition for its provision is the availability of a license to carry out educational activities in a kindergarten. At the same time, the subjects have the right to independently determine the amount of compensation, but it should not be lower than that established at the federal level. That is, when the first child visits a kindergarten, 20% of the average payment is returned to parents. If two children go to the kindergarten, the compensation is already 50%, and for three children it is 70%.

  • Documents for compensation must be submitted to the accounting department educational institution. If it is centralized for all preschool educational institutions of the city district, usually the documents are accepted in the kindergarten itself, and then transferred to the financial and settlement department.
  • Be sure to ensure that the application for compensation is recorded in a special journal. The date of adoption of the official paper is put here. The entire further procedure for assigning compensation is almost identical in all subjects.
  • Copies of documents submitted by parents are compared with the originals, in case of a complete match, they are returned to the mother or father of the child.
  • Further, the lists for compensation payments are once again checked against the provided papers and sent to higher authorities. This may be a department or department of the executive body: social protection, education, health.

Employees of this institution conduct quarterly monitoring of incoming information from the kindergarten about what changes have occurred. Fixed monthly payment for Kindergarten and compensation is calculated in accordance with the form. Further, a part of the amount that the parents paid for attending a preschool is refunded.

Compensation for lack of a place in kindergarten

Few parents know about other compensation for kindergarten. It's about about payments that are made in connection with the lack of a place in kindergarten. This problem is quite relevant today. On behalf of the President of the Russian Federation Vladimir Putin, it should be resolved by 2017. But so far, not all parents have the opportunity to enroll their child in a preschool.

In this regard, the deputies of the State Duma decided on compensation payments for the refusal of the leadership of the preschool educational institution to arrange a baby in a kindergarten. Initially, they planned to spread this experience throughout the country, but then they gave the subjects the right to choose on their own whether to implement this idea. In total, 12 representative bodies of the country took part in the project:

  1. Large cities, for example, Arkhangelsk, Tomsk, Samara
  2. Separate regions: Khanty-Mansiysk, Yamalo-Nenets Autonomous Okrug, Krasnoyarsk Territory and others.

In this case, the subject himself must decide on the amount of payment of such compensation. It is clear that what less of a problem, the greater the amount of payment the region can pay to parents of children of one and a half years who are not arranged in a kindergarten. Mothers who are in maternity leave, students of the correspondence department with a child.

According to Russian law, child care allowance is paid to mothers within one and a half years from the date of birth of the baby. From this moment on, almost every mother faces the need to go to work. And this is hindered by long queues for places in kindergartens. In these cases, mothers are forced to stay at home with their child without going to work, which significantly affects the family budget.

In connection with this problem, the state provides for the payment of a lot of important benefits - child care allowance. This is financial assistance to parents whose children could not be placed in kindergarten due to a long queue. However, it should be noted that this monetary compensation is provided until three years of age children, regardless of whether they were subsequently given a place in a preschool institution or not.

To receive this subsidy, parents need to contact RUSZN with originals and copies of the following documents:

  • application for compensation;
  • applicant's passport;
  • a photocopy of the applicant's bank account;
  • birth certificate of the child;
  • certificate from the place of residence on the composition of the family;
  • a certificate from the DDOU confirming that the child is in the queue, confirming his non-attendance due to the lack of places in the kindergarten;
  • a work book or an order for maternity leave from the mother's place of work;
  • medical policy of the child and mother.

Subsidies for kindergarten are provided:

  1. non-working mothers
  2. on maternity leave
  3. students studying part-time.

Those non-working parents who are not employed without a good reason do not have the right to a subsidy.

As for the amount of monthly assistance provided, it varies depending on the region where the family lives. Its average value in the country is 5000 rubles.

There are also state payments for the upbringing and education of children in preschool institutions. The minimum limits for this allowance are as follows:

  • at least 20% of the average salary for the first child
  • at least 50% for the second child
  • at least 70% for the third.

T Also, young mothers have the right to return income tax (13%) of the amount spent on attending a preschool institution (both public and private) by a child.

The main innovation in the issue of kindergartens in 2014 will be the creation of an electronic queue. This type Accounting involves several levels: municipal, regional and federal. Electronic queue must be introduced from January 1, 2014. However, as Deputy Prime Minister of the Russian Federation Olga Golodets noted, It is necessary to clearly distinguish between the concepts of "queue" and "accounting". Since the last concept includes a list of children who do not plan to go to kindergarten this year.
