OAO Circassian Chemical Production Association. Other companies in the region

OJSC "Circassian Order of the Red Banner of Labor Chemical Production Association" named after Z. S. Tsakhilov led its history from 1934, when the industrial and cooperative artel "Sovbyt" was organized. During the occupation of the city, the buildings of the artels were practically destroyed. On April 4, 1944, the chairman of the board of the artel became a 22-year-old native of the village. Costa-Khetagurovo Zakhar Soslanbekovich Tsakhilov.
In the first post-war years, the development of production went in two directions: the production of drying oil and oil paints was expanding, the production of soap and shoe cream was mastered; in parallel, shops are being built for the production of sodium sulfide, monochrome sodium, chromium oxide, and grinding of earth pigments. In 1960, the territory of the artel was chosen for the construction of a new paint and varnish plant. In 1963, the artel was reorganized into the state-owned paint and varnish production plant Cherkessk Chemical Plant. Enamel PF-133 of Circassian production was consumed in large quantities by the Rostselmash plant, phosphating soils VL-023 by the Krasnoyarsk, Taganrog and Kurgan combine plants. The plant's products were used in countries such as Cuba, Nigeria, Hungary, Iran, Bulgaria, Libya, Laos, Ethiopia, Yemen, Turkey, East Germany, Czechoslovakia, Poland, Vietnam, Mongolia, Campania, Angola, Syria, Guinea, Bangladesh. 1.5 thousand tons of a decontaminating solution of polyvinyl butyral was produced at ChHPO and sent to Chernobyl, the first batch was ready on the second day after the Chernobyl accident, a site for its manufacture was created within 36 hours.

In 1990 ChHPO produced 15% of all paint and varnish products in the USSR, 150 items, 64 of them had the State Quality Mark. In 1994, the Kama Automobile Plant began to use the plant's products, and since 1996, the Volga Automobile Plant began to paint manufactured cars with ChHPO enamels. Also, Circassian enamels began to be used by Volgograd Tractor Plant, UralAZ, GAZ, MAZ, ZIL, NefAZ, Cheboksary Promtractor, Kurganmashzavod, KrAZ.
The plant was awarded the Red Banner of the Regional Party Committee, the commemorative Red Banner of the Central Committee of the CPSU, the Order of the Red Banner of Labor, the international award "Diamond Star".

The plant had three objects of sanatorium treatment, including those on the Black Sea coast, factory dormitories and a kindergarten for 300 children, and a well-equipped palace of culture. The total number of workers in 1995 was 2785 people.
On July 15, 1999, Europe's largest paint and varnish company lost its permanent leader for 55 years. The redistribution of the shares of the plant began, during the gangster showdown for which 7 people from the management were killed in Cherkessk. The staff is gradually being reduced, objects belonging to the plant were being sold, production was decreasing.

In the autumn of 2013, not having lived a year before its 80th anniversary, the plant ceased to exist.

As of June 2017, almost all plant facilities have been demolished. On a vast territory, among the piles of construction debris in the corner, only 6 remains of buildings remained, 2 of which are in the state of huge skeletons. The laboratory building is being rebuilt, the first stage of a new residential microdistrict has almost been erected nearby, which will occupy the entire territory of the former plant.
Security is present at the entrance, work is constantly underway to lay communications and the road. Workers, like builders, are indifferent to outsiders.

2018: The plant was completely razed to the ground. In its place, a residential complex is being built.

Chronicle of the Circassian Chemical PRODUCTION ASSOCIATION NAMED AFTER 3. S. Tsakhilov (1934-2000)

▲ In 1934, in the city of Sulimov, west of the city hospital, right on the bank of one of the branches of the Kuban, the Sovbyt industrial and cooperative artel was organized, which produced school crayons, sorghum brooms, ink, laundry soap, ropes, wheel ointment , then drying oil and oil paints. The first chairman of the board of the artel was Semyon Minaevich Kasparov, and the specialist chemist was Sergey Pavlovich Shamonenko. All products were made by hand in wooden vats, and the paint was ground using three paint-grinding machines, with a capacity of 1-2 tons per day. The ropes were made from hemp, which was grown by the members of the artel themselves. Three pairs of horses and one pair of buffaloes were used as transport. The number of employees reached 70 people. Among the first workers of the artel were Vera Ivanovna Popova, Polina Petrovna Popova, Ekaterina Sergeevna Tkacheva, Georgy Nikanorovich Makeev ...
▲ In 1936, on the north-eastern outskirts of the city of Sulimov, the second industrial and cooperative artel "Khimprom" was organized, which was originally intended for the production of caustic soda from myrobilite (sodium sulfate), extracted from the Batalpashinsky salt lake.
▲ If in 1936-1937. the artel produced about 20-25 tons of paint per month, then by the end of 1937 this figure reached 50 tons of paint per month. In many respects, this was facilitated by the acquisition of a large 25-hp paint-grinding machine. With.
To sell its products, the artel had its own stall located on the street. Pervomaiskaya.
▲ In 1940, the artel "Sovbyt" produced products worth 321.7 thousand rubles. Here is its assortment: 103.1 tons of ground chalk, 13.8 tons of dry paints, 3.1 tons of drying oil, 4.4 tons of liquid laundry soap, 6.3 tons of liquid ink, 4.7 tons of wheel ointment, 20.5 tons ropes and 1813 "various" barrels. By this time, the artel already had three paint-grinding machines, which made it possible to increase labor productivity three times, acquired two cars of the ZIS-5 brand with a load capacity of up to 3 tons. The number of employees is about 120 people. ▲ After S. M. Kasparov, the chairmen of the board of the Sovbyt artel were Zhuravlev, Kniga, Makhinenko, Manko, Andrey Fedorovich Larin.
▲ During the occupation of Cherkessk by the Nazi invaders (August 1942–January 1943), the activities of artels were stopped. Art. accountant Nikolai Gavrilovich Kozmenko, workers for the manufacture of ropes - Vladimir Gavrilovich Radchenko and Vasily Andreevich Poluyanov. After the liberation of the city, only dilapidated buildings remained from the Sovbyt artel, which is part of the Circassian National Industrial Union. The team of the artel, consisting of 6 people, under the leadership of master Ivan Makarovich Kovalev, immediately set about restoring its production. In 1943, both artels produced products worth 38.9 thousand rubles.
▲ On April 4, 1944, a 22-year-old native of the village of Sovbyt became the chairman of the board of the Sovbyt artel. Kosta-Khetagurovo, former instructor of the Circassian city committee of the Komsomol Zakhar Soslanbekovich Tsakhilov. The plan of the II quarter "Sovbyt" fulfilled by 153%, June - by 202%, annual (1944) - by 151%.
▲ In 1945, 24 people worked in the Khimprom promartel, during the year it produced finished products worth 272 thousand rubles.
▲ In 1946, by decision of the Stavropol Territory Industrial Council, the Sovbyt and Khimprom artels were merged into one artel, retaining the name Khimprom. Z. S. Tsakhilov was appointed chairman of the board of the united artel.
▲ In the first post-war years, the development of the production activity of the artel begins in two directions: on territory No. 1 (the former Sovbyt artel), the production of drying oil and oil paints is expanding, an oil workshop is being built and then reconstructed, the production of soap and shoe cream is mastered, departments for the production of wooden and metal containers.
▲ On the territory No. 2 (the former artel "Khimprom") in 1950-1951. shops are being built for the production of sodium sulfide, sodium monochromate, chromium oxide, and the grinding of earthen pigments. In April 1947, a laboratory was set up in the artel, and in July the burners (melters) Bunaev, Podsvirov and Prikhodchenko were already performing 2-3 norms per shift. In December, the monthly task (8 tons of sodium sulfide) was completed in 9 days.
▲ In 1948, the artel produced goods worth 3.5 million rubles. (in 1946 prices). In 1950, a hydroelectric power plant with a capacity of 200 kilowatts was built, and vehicles were added to 8 units.

The knowledge and experience of some of them did not correspond to their position, while at the same time, the road to the career ladder was closed to real specialists.
They knew that the people who became the head of the enterprise, without Tsakhilov, were not able to truly lead the management of the largest paint and varnish company in Europe, to continue its glorious production business. According to their calculations, the enterprise should have gone bankrupt, and therefore left it.That is what happened later. According to the Izvestia newspaper, which conducted its own investigation of the events that took place in Karachay-Cherkessia, the tragedy was preceded by a conflict between the son-in-law of the President of the KChR, Aliy Kaitov, and his uncle, the head of the Caucasian Energy Management Company, Magomed Kaitov.
So one of the largest enterprises of the republic became a “bone of contention”. It turned out that the controlling stake in this enterprise belonged to the Kazan bank "Ak Bars". According to Izvestia, initially M. Kaitov planned to buy from the daughter of the founder of the plant, Marina Urtaeva, her 62 percent stake. It was decided to carry out the deal through the Kazan bank "Ak Bars". The Bank acquired shares and issued a package for its subsidiaries - Ak Bars Trading House, Interkamaservis LLC and Financial Economic Group OJSC. The deal provided that by the end of 2004 Kaitov would pay the full cost, but after the first tranche he suspended payments to the bank. Then Ak Bars offered to repurchase the shares to A. Kaitov, who at one time showed interest in them. He agreed, made the first tranche of payment and received a power of attorney to manage the shares. However, at the end of August, he unexpectedly suspended the payment and returned the power of attorney to the bank.
In the same year, information appeared about the sale of shares in the plant to structures close to the leadership of the KChR, the plant stopped paying wages. Then members of the team of the new president of Karachay-Cherkessia B. Aliev, even announced the possibility of buying out the company's shares by the Moscow government.
▲ At the beginning of 2005, the situation at the enterprise worsened even more: there were large reductions in staff positions, cases of sale of equipment became more frequent.
And then JSC "ChHPO" them. Z. S. Tsakhilova, for which United Russia deputies A. Kaitov and R. Bogatyrev fought, officially found a new owner.A controlling stake in the enterprise was acquired by the Tatar bank Ak Bars. The shares went to him on account of a non-repaid loan of € 30 million. The uncle of A. Kaitov, M. Kaitov, gen. dir. Caucasian Energy Management Company.
In early May 2005, a delegation from the Government of the Republic of Tatarstan headed by Prime Minister Rustam Minnikhanov visited Karachay-Cherkessia. A number of agreements were signed, including a program for the sale of products of Circassian chemists on the territory of the Republic of Tatarstan. After this event, Tatarstan enterprises should, as a matter of priority, purchase varnishes and paints produced in Cherkessk.
In a short time, the new gene. 39-year-old director Andrei Nikolaevich Bondarenko managed to stabilize production and normalize financial activity. It was possible to improve the work of the association largely due to the investments of the main shareholders in the stabilization and development of the enterprise, as a result of which the crisis was overcome, but production was loaded only by 2-3%.
▲ For the five months of 2005, the volume of production at JSC ChHPO named after. Z. S. Tsakhilov amounted to about 100 million rubles. By the end of the year, this figure increased to almost 600 million rubles.

▲ At the end of 2005, Gen. Victor Dmitrievich Filipchenkov (b. 1950) became the director of the association. In 2006, he was replaced by Anvar Maratovich Shakhmaev, then Alexander Olegovich Markov. All of them represented the interests of "Ak Bars" from Tatarstan - the main owner (62%) of the shares of OJSC "ChHPO" named after. Z. S. Tsakhilova.
▲ In 2007, the association, together with Arabian Chemical Company (UAE), developed a technology for applying paints to plastic surfaces. Circassian chemists planned to create a joint venture in the capital of the KChR, which would produce and sell paints and varnishes. However, the employer did not carry out the calculation and payment of wages, severance pay (Article 178 of the Labor Code of the Russian Federation) and all payments due to employees on the day of dismissal.
▲ In October 2011, the investigation found that Deputy CEO OJSC "Circassian Order of the Red Banner of Labor Chemical Production Association" named after. Z. S. Tsakhilova A. N. Journalist Alexander Laguta wrote: “The plant fell into the hands of those who were not going to deal with it. We failed a bunch of contracts, and since there were many new owners, owners, shareholders, equity holders, and claiming a part of the plant, they began to try to rule like a swan, a crayfish and a pike, and then they simply tore everything to pieces and everyone decided to snatch what they could. Therefore, the end of such a giant has come.
According to experts-economists, even in the early 2000s, the revenue part of the republic's budget could be formed at the expense of ChHPO OJSC alone. The gigantic enterprise was bankrupted and bought out for a ridiculous amount - 200 million rubles, that is, cheaper than the land occupied by the association within the city was worth.
