Changes to the legislation were made by Decree of the Government of the Russian Federation of February 18, 2014 N 122. It corrected something else. It is this legal act approves the regulation on the internal Russian passport.

The authorities decided to review the use of pages 18 and 19. Until now, the first of them was intended for marks on the Rh factor, blood type and TIN. The second was reserved for extradition stamps foreign passport, as well as information about the former inside Russian passports.

The eighteenth and nineteenth pages of the blank passport are intended for making notes about the blood type and Rh factor of the passport holder, about his taxpayer identification number, about receiving the main document proving the identity of a citizen of the Russian Federation outside the territory of the Russian Federation, as well as about previously issued basic documents, proving the identity of a citizen of the Russian Federation on the territory of the Russian Federation.

Obviously, the blood type and Rh factor do not change during life, and new marks will not be required for them. But passports - both Russian and international - have to be changed regularly. Now there should be no problems with entering the relevant information into the passport. There should be enough space.

Last Friday, the government decree was published by the Official Internet Portal of Legal Information. The document will enter into force 7 days after the date of publication, that is, March 1.

3. 1. 2. Blank passports have a size of 88 x 125 mm and consist of a cover, endpapers glued to the cover, a plastic insert with an integrated microcircuit and paper pages.

Pages 1 and 2 of the blank passports are the front and back sides of the plastic insert, pages 3-38 are paper.

The page numbers of blank passports from page 3 to page 38 are located in upper corner at the fold line of the passport. These numbers (except for page 3) are duplicated using individual computer graphics at the bottom center of the pages.

Blank passports are sewn along the entire length of the spine with a thread with a dotted glow in UV radiation.

3. Blocks of blank passports and endpapers are made using special paper.

Pages 3 and 4 have a localized watermark visible through the light.

Pages 5-36 have a translucent image of a common watermark containing, when viewed in transmitted light, alternating dark and light volumetric outlines of words in Russian and English"Russia" and "Russia".

Pages 37 and 38 are equipped with a protective metallic thread that changes color depending on the angle of view. Separate sections of the thread are visible on the surface of page 37.

The paper of pages and endpapers contains 3 types of protective fibers.

4. The series and number of blank passports are reproduced:

on page 2 (the back of the plastic insert) - by laser engraving in black;

on pages 3-38, back flyleaf and cover by laser perforation. The image of the digits of the series and the number of blank passports is formed with the help of laser-burnt holes in paper and binding material that are visible through the light.

5. At the top of page 38 of the blank passports are the technical credentials of the manufacturer, consisting of a series and a 7-digit serial number, the image of which is made by letterpress in red ink.

6. Covers of blank passports are made of wear-resistant material and have the following colors:

9. The plastic liner (pages 1 and 2) is a multi-layer, high-temperature molded structure that contains the microcircuit with the antenna provided for in paragraph 10 of this description.

From the sewn-in side of the plastic insert, a ribbon of special material protrudes, which is used to attach the insert to the passport blank.

These details are filled in centrally by laser engraving. The same method is used to apply a black and white photograph of the passport holder measuring 30 x 40 mm, an image of the owner's signature and machine-readable lines in accordance with international requirements and standards for machine-readable travel documents.

In the attribute "Type / Tour" put:

In the upper right corner of page 2 is a diamond-shaped element with the image of the globe. Depending on the angle of view, the element changes its color from magenta to green.

It is allowed to protect page 2 with a lamination film with diffractive elements.

10. As an electronic carrier of information about the holder of a passport, a microcircuit with a contactless interface, which has a memory capacity of at least 64 kilobytes, is used as an electronic carrier of information.

The microchip stores graphic and textual information about the passport holder in a protected form.

11. Page 3 of the forms of the diplomatic and service passports is intended to indicate, if necessary, the official position of the bearer.

Along the page, below the image of the coat of arms and the border, which are made by intaglio printing, there is an inscription:

The official website of state orders posted information about a tender held at the end of April 2009 for writing specialized software for non-volatile chips for passports of citizens of the Russian Federation of the 2001 model.

As you know, two rectangular chips are placed in all Russian passports on the second page (they are visible through the page in the photo area). However, no information was previously entered into these chips (at least officially). Nevertheless, such a technological possibility initially exists, and the introduction of electronic passports was previously limited only by the lack of sufficient equipment necessary for writing / reading information from electronic media.

Apparently, the moment predicted for a long time has come, and soon we should expect legislative acts on the mandatory reissuance of passports. What information will be entered in electronic form, except for the standard full name. and dates of birth - it is still difficult to predict, but this is not clear from the description of the tender. Likely to be added biometric information and, possibly, critical medical data (blood type, chronic diseases - this will facilitate the provision of prompt medical care if necessary). But no one bothers to "sew" other information into the passport - about education and diplomas, about criminal records, about moving the state border, and even about recent calls from a mobile phone (technologically this is also possible).

Electronic passport promises citizens great benefits - the accelerated passage of various passport control, the speed of obtaining loans, obtaining tickets, accommodation in hotels, etc. etc. But negative aspects are also possible - for example, refusal to hire due to information about a disease that was once transferred or a criminal record.

Not so long ago, I discovered, looking through the light on the page with the photo, it is also pages 3-4, two opaque blackouts under the photo, of a regular rectangular shape about 3x7 mm in size., well, you never know, which does not happen ...

On the passports of my relatives and friends, in the same places as in my passport, I saw the same thing, checking them against the light. Moreover, Russian passports were issued to them in different periods from 1999 to 2007, of course legally, by internal authorities in the departments of the Internal Affairs at the place of registration.

For clarification about the blackouts I found under the photograph, I turned to the passport office, but the inspectors "turned on the fool" and did not comment on the details I found.

I received explanations a little later from reliable sources directly related to this project, and therefore have the necessary information: (of course, everything below is just a version and nothing more...)

Our passports have electronic chips. They do not have any information about the owner of the passport (it is not needed), only a certain individual number. Why?!

Here is one version:

In the near future, in public places: metro, train stations, airports, receptions of government officials, transport, etc., along with the already familiar turnstiles, inconspicuous remote scanners will appear that can read these recorded numbers in the electronic chips of our passports, this will be done in the moment of passage of a person with a passport between the sensors of a remote scanner. The scanner reads the number, and if it is not in the wanted database for one reason or another, nothing happens. If the read number coincided with the number in the database, a certain signal follows and the citizen is taken aside for clarification by the officers on duty nearby.

Of course, we can only rejoice at the increase in indicators in the operational-search activities of the Ministry of Internal Affairs of the Russian Federation. However, there are a few "buts" about which, as always, they forgot to ask us:

These electronic components were installed in our civil passports without our knowledge, i.e. secretly, and therefore violated our civil right given to us by the Constitution of the Russian Federation to the secrecy of private and personal life.

We are deprived of the actual possibility of obtaining access to view the information contained in these chips, despite the right to freedom of information guaranteed by the Constitution of the Russian Federation. Moreover, the leadership of the Central Internal Affairs Directorate, through authorized passport inspectors, denies the very fact of installing electronic components in a civil passport.

Due to the increased political pressure of the power vertical in the Russian Federation, this system can easily be used to identify persons objectionable to any political regime in power and to protect the personal interests of the ruling officials and their entourage. That is, it is enough to enter the passport numbers of citizens - the organizers of a political action into the database, and with the reasonable adoption of simple police measures (an ordinary vindication of the identified organizers) - will achieve its actual disruption ...

But in the future it is planned to add more complete information to these plates, such as: fingerprints, all telemetry, as well as the character traits of a given citizen (a tendency to aggression, political extremism, etc.). Reading devices are supposed to be installed in every police station.
