Therefore, special government regulations were developed that migrants can receive social benefits anywhere in Ukraine, that is, where they moved.
During the five years of war and work with temporarily displaced persons, the state was forced to revise legislative framework and enact a series of laws as well as regulations to protect those who fled the war.
So, some laws appeared or changes were made to existing ones. For example, the draft law of 2008 “On protection from the impact of the global economic crisis” was amended, according to which a person who has the status of a resettled person has the right to receive compensation from the state in the amount of 50% of the cost of housing under the “Affordable Housing” program.
There is another resolution of the Cabinet of Ministers, according to which a person who is considered an internally displaced person has an advantage over other participants in the Affordable Housing program.
There is a law that prohibits the accrual of penalties and fines for overdue payments on loans in relation to persons who have the status of an migrant. For such people, there is state protection of mortgaged property, as well as simplified business registration.
Of course, each of these laws and regulations has its own pitfalls. For example, not every migrant will be able to go through all the circles of "bureaucratic hell" that are included in the "Affordable Housing" program.
