The UN sub-commission, which dealt with the prevention of discrimination and the protection of minority rights, recommended a large-scale study on this issue. After its completion, public opinion changed radically.

In 1982, a Working Group on Indigenous Peoples was established at the UN. The day of the first meeting of this group subsequently became the International Day of Indigenous Peoples. A few years later, the UN General Assembly declared 1993 the International Year of Indigenous Peoples.

UN Declaration on the Rights of Indigenous Peoples

The UN General Assembly established the Declaration on the Rights of Indigenous Peoples on September 13, 2018. The document does not include the concept of "indigenous peoples". The Declaration regulates that it is enough for representatives of indigenous peoples to realize their belonging.

In Russia, there is a special unified list of such peoples, established by the government, according to which 47 small nationalities live on the territory of the state, accounting for less than a percent of the total population. But if some, such as the Nenets, of which there are more than 40 thousand people, are considered a rather impressive nationality in terms of numbers, then the Kereks from Chukotka or the Vodi from the Leningrad Region are disappearing representatives.

Until the 1940s, politically incorrect names were used in Russia even in official documents - “natives” or “foreigners”, while other countries used the name “natives”. So did the United States, now calling the Indians "Native Americans." But no change in terms can compensate for the consequences of European colonization, which resulted in the death of many or resettled on reservations, depriving them of the possibility of a traditional way of life.

The UN is trying to help on many issues, in particular, in 2007 a separate Declaration was adopted on indigenous peoples, recognizing their freedoms and equality, the ability to live by their political and economic will, to have their own land. A System-wide action plan was developed in 2015, but without the active support of the world community, especially at the local level, it is impossible to fulfill all the conditions. Therefore, a special international day for the protection of the rights to the inviolable identity of indigenous peoples around the world is one way to try to solve problems together.

Annually summed up with positive results. Indicative are the countries of Latin America, such as Ecuador, Mexico, which have taken real steps in the right direction. States such as Chile, Australia, New Zealand, declared their intention to introduce special amendments to the Constitution on the recognition of small peoples on their territory. And in 2015, the System-Wide Action Plan to Promote the Rights of Indigenous Peoples was developed. Its purpose is to ensure a coherent approach to achieving the goals set out in the UN Declaration on the Rights of Indigenous Peoples, including by strengthening support for UN Member States and indigenous peoples.

The Declaration on the Rights of Indigenous Peoples itself was adopted in 2007. According to it, the fundamental criterion for distinguishing one or another indigenous people is their own awareness of themselves as an indigenous people. Indigenous peoples have the right to define themselves or their ethnicity in accordance with their customs and traditions.
