However, at the moment, in many regions, headquarters are only 76-80% staffed. The smallest number of employees is observed in the Republic of Sakha, Magadan, Murmansk and Tver regions, and Crimea. There are no 100% staffed units in any region of the Russian Federation. If the cuts continue, how will the Ministry be able to do its job?

Politicians promise that the reform will not affect the safety of Russians in any way, since all responding units of the Ministry of Emergency Situations remain in their places, and individual units, on the contrary, can be replenished. Thus, recently the Minister of Emergency Situations of the Russian Federation Evgeny Zinichev said that the issue of replenishing the staff of response units is now being resolved. Specialists will be selected very carefully so that if situations arise, such as a fire in a shopping center in Kemerovo, the department will work as quickly and efficiently as possible.

Reorganization

At the moment, the Ministry of Civil Defense, Emergency Situations and Disaster Relief (MES) is a government structure, which includes 11 divisions: fire service, airmobile detachment, mountain rescue unit, military rescue units, etc. Each of them performs individual functions: they combat the consequences of natural disasters and catastrophes, ensure fire safety, protect and rescue citizens in emergency situations.

In 2019, a reorganization will most likely occur, during which some units will be merged with the Ministry of Defense.

According to the latest news, out of 11 units of the Ministry of Emergency Situations, only 7 will remain. It is certain that the Department of Civil Protection will be liquidated. When making a decision on the closure of structural units, the needs of a specific region of the country will be taken into account.

Why are such changes needed? The Russian government sees many advantages in the reorganization. Its results will be:

  • optimization of the administrative apparatus, reduction of the level of bureaucracy;
  • improving the work of response services;
  • transparency of financial distribution;
  • the receipt of additional funds into the budget, which can be spent on increasing salaries, retraining staff, purchasing new equipment, as well as other needs;
  • increasing the authority of the Ministry of Internal Affairs among citizens of the Russian Federation.

Experience shows that the Ministry of Emergency Situations and the Ministry of Defense can work together, and quite successfully. These services are inextricably linked with each other, and their cooperation produces good results. Another change that is being talked about in the government is the addition of new powers to the Ministry of Emergency Situations. It is quite possible that the Ministry of Emergency Situations will provide new paid services to citizens, such as calculating fire risks and drawing up project documentation. This will provide additional funding.

Let us remind you that so far bills to introduce the above-mentioned changes have not been considered, so there is no clear answer to the question of what will happen to the Ministry of Emergency Situations in 2019.

Raising wages as a positive side of the reform

For several years, the salaries of EMERCOM employees were not increased, since there were no funds in the budget for indexation. In 2018, indexation finally took place and 4% was added to wages. Nevertheless, some ordinary employees receive less than 20 thousand rubles per month, which does not correspond to the level of danger of the work. At the same time, “office” officials receive 2-4 times more, although they do not risk their lives.

Reducing the headquarters should solve this problem. Using the savings, the salaries of rescuers should be increased to an adequate level. If in 2018 2.5 billion rubles were allocated to pay for the work of the Ministry of Emergency Situations, then in 2019 they plan to increase this amount to 3.1 billion. They want to set the salary level for each department based on how many people live in the area under its jurisdiction areas. The more people you have to serve, the higher the salary.

In addition, rescuers must add 25% to compensation payments and 15% to incentive payments. To what extent all these promises will be realized will soon be seen.

Not a single state can now do without special services responsible for emergency rescue operations. Fires, various natural disasters, man-made accidents and other emergency situations - in Russia, the Ministry of Emergency Situations, or the Ministry of Emergency Situations, deals with all these issues. Of course, now many are interested in increasing the salaries of Emergency Situations Ministry employees in 2017. However, before answering, it is useful to remember the current method of calculating wages, which is also relevant for the next year.

1. The salary part is a fixed amount, depending on the position.

The minimum salaries are received by ordinary internal service personnel and firefighters in cities with a population of up to 100 thousand people: 5 and 9 thousand, respectively. Cadets studying at universities of the ministry also receive a financial allowance of 6,500 rubles. The planned increase in the salary of the Ministry of Emergency Situations in 2017 concerns, among other things, the salary part.

2. Territorial increase in salary.

Paid monthly to employees serving in Moscow, St. Petersburg, Moscow, Leningrad regions, and amounts to 10%.

3. Additional payment for length of service.

Paid to ministry employees with 2 to 25 years of experience. The amount of the bonus is proportional to length of service and can be up to 40% of the monthly salary.

4. Additional payment for qualifications.

Specialists of the first, second, third, and highest class receive monthly 5, 10, 20 and 30% of their salary, respectively.

According to the Order, a number of conditions are defined under which a ministry employee has the right to receive an additional payment of up to 100% of the salary. For example, employees at the Baikonur complex receive a maximum bonus of 100%. 6. Additional payment when working with classified information.

Monthly in the amount of up to 30% of the salary under this article, money is paid for access to and work with secret documents, for service in units protecting state secrets, as well as for encryption work.

7. Awards.

For conscientious service. This type of bonus is assigned based on an assessment of the quality of the employee’s work. Limited in size - up to three salaries per year.

For special achievements. A one-time payment limited to the amount of one salary.

Holiday bonuses. Appointed at the discretion of the department's management. For example, whether there will be a bonus for the Ministry of Emergency Situations Day in 2017, employees should find out at their place of service.

8. Additional payment for service associated with a risk to life in peacetime.

Plans 2017

In 2014, the Government of the Russian Federation agreed on an amendment to the Budget Law for 2015-2017, also affecting employees of the Ministry of Emergency Situations. Since at present the most interesting information is whether salary increases and indexation will be carried out in 2017 by the Ministry of Emergency Situations, we will consider this period. We can already speak with confidence about some possible changes. As discussed above, an increase in salary should be expected in parts of the salary and some allowances.
Regarding indexing. The law provides for the revision of salaries in connection with inflation. It is scheduled for the fall, and the percentage increase will depend on the amount of inflation for the previous financial year. Given the trend, the increase in monetary allowances, as planned by law back in 2012, should be expected in full in the fall of next year. It has not yet become the main ministry. And in 2012, one of the people’s favorite ministers, with an off-the-scale trust rating, Sergei Shoigu moved to the chair of the Minister of Defense. Either the very fact of reducing the dependence of the Russian authorities on the Ministry of Emergency Situations, which in the late 1990s was constantly in the news after another disaster, or the fact of Shoigu’s departure played a role, but since 2013 an incomprehensible situation has reigned in the ministry: salaries are not growing, people fired.

In total, 18.1 thousand people currently work in the Ministry of Emergency Situations. Since 2013, the actual number of Russian rescuers has fallen by almost a third (27.1%) - from 24.8 thousand people. The departments of the Ministry of Emergency Situations lost the most in Dagestan (almost half of their staff), Primorsky Territory (40%), Tver Region (37.4%), Chechnya (36.1%) and Krasnoyarsk Territory (35.7%). In the Volga Federal District, on average, the Ministry of Emergency Situations lost 27.7% of employees - from 4.4 thousand people to 3.2 thousand. In Tatarstan, the number of personnel decreased from 440 to 327 people.

At the same time, it cannot be said that the reduction in numbers is planned, caused by the need to get rid of excess workers, and therefore the need to allocate additional budget funds for staffing and salaries (as the leadership of the Ministry of Emergency Situations is trying to assure us of this, see below). So, if you look at the ratio of the actual number of employees of the Ministry of Emergency Situations to the staffing level, it turns out that the situation with staffing is not very good. In fact, the Ministry of Emergency Situations has rolled back three years in terms of staffing levels, to the 2013 level of 93.7%. It is possible that the crisis of 2014-2015 played a role: it was in 2014 that the staffing level reached its highest level of 95.3%. This year can be considered the most balanced - the number of people has even fallen by almost 1.5 thousand people since 2013, and the staffing percentage has increased.

Even the emergence of two new branches in the structure of the Ministry of Emergency Situations in 2015 did not help - in the Republic of Crimea and the city of Sevastopol, where an additional 327 ministry employees began working (but there is also a problem with staffing - 84.2% and 95.6%, respectively). Noteworthy is the fact that in some regions in 2013, the Ministry of Emergency Situations departments were 99-100% staffed: these are Kalmykia, Magadan region, Dagestan, Chechnya, Kirov and Kaluga regions. Currently, in four regions the Ministry of Emergency Situations is 100% staffed: Saratov region, Ingushetia, North Ossetia, Oryol region. However, in these regions, the number decreased over 4 years, as the staff was cut (which is associated with a reduction in funding): for example, in the Saratov region the staff decreased from 326 to 229 people, in Ingushetia - from 130 to 96, in Ossetia - from 170 to 144, in Orel - from 176 to 142.

3.5 thousand employees may fall under the “personnel knife” in the Ministry of Emergency Situations in 2017

The figures are explained by the implementation of the “large-scale optimization” program, which the Ministry of Emergency Situations began in the spring of 2014. Then it was planned to reduce the number of military personnel by 9.5% and high-ranking firefighters by 16.5%. Civilian personnel were going to be reduced by 15% by 2017. As we can see, the leadership of the ministry fulfilled and even exceeded the plan.

Observers associated the unexpected “optimization” in the Ministry of Emergency Situations, firstly, with state budget savings, and, secondly, with an increase in salaries for civil service employees. The latter, obviously, was also caused by the Kremlin’s intention to arouse the sympathy of the security forces (despite the fact that, according to various sources, in 2015, many employees of the security services, including the regional departments of the FSB, lost certain bonuses and additional payments), which came up against , let’s say, “physical laws”: the budget is already not flexible, but with the cooling of relations with Western partners, the fall of the ruble, etc., every penny had to be counted.

It was precisely this situation in the financial and administrative zugzwang, when any move by the Kremlin led to a worsening of positions, that led to the fact that the president’s orders to increase salaries had to be implemented locally in the simplest way: by reducing the number of those who would receive these high salaries. As the Zakon portal wrote at the height of the optimization shake-up in the Ministry of Emergency Situations, many budget departments had to initiate the process of optimizing the number of their employees - “cuts in the Ministry of Emergency Situations could not be avoided.” The Minister of Emergency Situations, Vladimir Puchkov, decided to reduce his staff due to the bloated (as usual...) administrative apparatus, personnel, financial and support structures - they decided to spare the “field” workers, but even then for quite banal circumstances. It is clear that if the Ministry of Emergency Situations loses its staff of professional rescuers, the number of disaster victims will increase, and the ministry itself can be safely liquidated as unnecessary, and its functions transferred to the Ministry of Defense of the Russian Federation (that the Ministry of Emergency Situations can enter the Ministry of Defense of the Russian Federation as a separate unit subordinate to it, in the last years were spoken most often).

Back at the end of 2015, “some employees who had already reached the age limit were sent appropriate notices of their upcoming dismissal,” the media wrote. It was planned to reduce the number of staff by the end of 2017 to 14.6 thousand people. Considering that since 2015, the Ministry of Emergency Situations has “dismissed” more than 3.1 thousand people, it is quite possible to reach the required level in 2017, adhering to a similar pace: another 3.5 thousand people will have to be fired. The employees of the Ministry of Emergency Situations themselves, as well as those familiar with the work of this ministry, blame the new leadership for everything, gloomily noting that “this did not happen under Shoigu.” However, despite the fact that the political weight of the former Minister of Emergency Situations was indeed higher than that of Puchkov, it is doubtful that the problems lie only in the charisma of an individual leader.

Apparently, the wage freeze also played a role; it is possible that some rescuers were simply not ready to wait a few more years for the feds to fulfill their plans. Many left on their own, dissatisfied with the situation in the department.

As the Ministry of Emergency Situations itself admitted, at the end of 2016, wage indexation had not been carried out since 2013. A sad picture can indeed be observed if you look at the table of salaries of Ministry of Emergency Situations employees compiled by the Realnoe Vremya newspaper. Thus, the average salary in 2016 was 59.4 thousand rubles, and seemed to have increased by 3% since 2013 (if we remember inflation, then real wages, of course, fell). However, in 2014-2015, salaries were higher on average by 4-5%, and “floated” around 61.5 thousand rubles.

Tatarstan is among the regions with the lowest salaries for rescuers and firefighters

The highest salaries at the end of 2016 were, of course, recorded in remote and difficult to work regions. Thus, in the Chukotka Autonomous Okrug, according to official data, 117.3 thousand rubles were paid out monthly (and this is the lowest salary since 2013). In Magadan - 110.7 thousand, in Khanty-Mansi Autonomous Okrug - 101.9 thousand, in Yamalo-Nenets Autonomous Okrug - 97.6 thousand, in Yakutia - 97 thousand, in Kamchatka - 96 thousand. But a relatively constant increase in wages is observed only in Magadan and KHMAO.

The lowest salaries are in Mari El (49.4 thousand rubles), in the Republic of Crimea (48.9), Kaliningrad region (48.7), Kursk region and Adygea (47.3), Novgorod and Oryol regions (46) and Bryansk region (45.6 thousand rubles). If we do not take into account inflation, even nominal wages for the year in almost all of the regions we listed fell by 5-7%.

Tatarstan is one of the twenty regions with the lowest salaries for employees of the Ministry of Emergency Situations - here they received 50.7 thousand rubles monthly in 2016. Judging by our data, the dynamics here are negative: for comparison, in 2013, the average salary of an employee of the Ministry of Emergency Situations in the Republic of Tatarstan was 51.9 thousand rubles, in 2014 - 53.5 thousand, in 2015 - 55.3 thousand. How We see that in just one year, a Tatarstan employee lost almost 5 thousand rubles - and this is taking into account the widespread rise in prices that has occurred over the years!

In general, in the Volga Federal District, salaries are low compared to other districts - 53.3 thousand rubles (only worse is in the Southern Federal District - the average salary here is 50.1 thousand). Considering that Tatarstan is considered a successful region, the proximity of our republic to such regions as the Volgograd and Ivanovo regions, the Chuvash Republic and the Republic of Mordovia is especially offensive...

The Ministry of Emergency Situations is trying to appease firefighters by allocating them almost 6 billion rubles for bonuses and salary increases in 2017

Minister Vladimir Puchkov sweetened the bitter pill for despondent rescuers at a meeting in Orenburg, saying that “in 2017, the budget includes 4 times more money for payments than this year.” In December 2016, Puchkov signed order No. 671 “On increasing the wage fund and providing additional funding to budgetary and state institutions of the Ministry of Emergency Situations of the Russian Federation for bonuses to personnel and incentive payments in 2016.” According to the order, these additional funds - bonuses and an increase in wage funds - will be distributed as follows. The majority of bonuses will finally go to firefighters - they were allocated 4.1 billion rubles, 395.2 million rubles will go through the territorial bodies of the Ministry of Emergency Situations of the Russian Federation, 147.1 million rubles will be received by military personnel of rescue military units.

By the way, the Volga regional center and its subordinates (including Tatarstan) should receive the largest amount - military units will rejoice at 7.4 million rubles, regional rescuers - 71.4 million rubles, and firefighters - 652.3 million rubles . Obviously, these “bonuses”, which the Ministry of Emergency Situations “scraped together”, were able to be found only because there were 15% fewer people receiving this money... Tatarstan, by the way, through rescuers will receive an additional 7.2 million rubles (more - only in the Nizhny Novgorod region, there the amount is 9.1 million rubles), and Tatarstan firefighters should receive a record 99.1 million rubles for the Volga Federal District.

This year, 1.6 billion rubles will be used to increase the wage fund for firefighters, 115.7 million rubles for search and rescue personnel, 63.8 million rubles for civilian personnel of rescue military units, and 150.8 million rubles for federal civil servants. . As a result, an amount of 353.1 million rubles will be shed on firefighters in the Volga Federal District, 10.8 million rubles on rescuers, 5.6 million rubles on military units, and 25 million rubles on civil servants. Tatarstan will receive only 43.5 million rubles - for comparison, the firefighters of Bashkortostan alone will receive an additional 43 million rubles, and the Main Directorate of the Ministry of Emergency Situations of the Russian Federation for the Nizhny Novgorod Region will receive the most - 58.5 million rubles. In addition, additional subsidies in the amount of 54.6 million rubles will be allocated to all emergency situations, of which 10 million rubles will be received by structures in the Volga Federal District - Tatarstan will get a small piece of the pie of 989 thousand.

It is curious that the Moscow State Administration will be financed “on a residual basis”: it is assumed that Moscow rescuers will receive only 517.9 thousand rubles, and firefighters - 2.7 million rubles. Is this due to the fact that salaries there are already high (according to our data, not particularly - on average, only 62.8 thousand rubles, which, by the standards of the capital of the Russian Federation, is not much), or due to the fact that Moscow The Federal Ministry of Emergency Situations itself is responsible, it is unknown. By the way, employees of the Ministry of Emergency Situations at the federal level of management receive an average of 148.3 thousand monthly.

And finally, it is worth noting that the structure that can be observed in the materials prepared by the analytical department of the Realnoe Vremya newspaper based on an analysis of data from past years ceased to exist in 2017. In February 2017, it became known that the Ministry of Emergency Situations was carrying out a reform, within the framework of which four regional centers were liquidated; those wishing to remain in the department will be offered vacant positions.

As a result, the Far Eastern, North Caucasian, Volga and Ural regional centers ceased to exist. Now control of all subjects will pass to the three remaining ones - in Siberia, in the South and in the Center. At the same time, in early February, the President of the Russian Federation dismissed 12 generals of the Ministry of Emergency Situations, including a number of employees of the central apparatus of the Ministry of Emergency Situations and heads of regional centers. Earlier, on January 18, the head of the Volga regional center of the Ministry of Emergency Situations was fired.

In this regard, more than 400 people may lose their jobs in the Ural regional center, and more than 300 in the Far East. In the Volga center, 150 employees were laid off. What awaits the employees of the Ministry of Emergency Situations next is still unknown, but the ministry itself notes that the principle of transition to a three-tier system involves the liquidation of all regional centers and the transition to full subordination to the federal center. And this, of course, means that optimization plans will have to be rewritten upward. But so far, according to 2016 data, for some reason this optimization has not led to an increase in wages, rather, on the contrary.
