Like everything else, Sberbank’s range of services for online registration of transactions has a number of advantages and disadvantages. Among the advantages of this service it is worth highlighting:

How long does electronic registration take?

Electronic registration of an agreement for the purchase and sale of residential real estate through Sberbank occurs in accordance with the requirements of Russian legislation and within the time limits established by law. According to Article 16 of Federal Law No. 218, which came into force in 2015, the transaction is registered:

  • 7 working days – for entering information into Rosreestr about transactions of purchase and sale of primary housing, as well as when purchasing real estate on the secondary market without attracting credit funds;
  • 5 working days – for secondary housing purchased with a mortgage.

Attention! Employees of the registration authority begin registration only after the state fee has been paid, the appropriate application and a complete package of accompanying documents have been submitted. Therefore, in order for the procedure to take place as quickly as possible, it is necessary to responsibly approach the process of collecting and preparing the necessary documents, which are transferred to the bank for their subsequent sending to Rosreestr.

Electronic registration of real estate transactions through Sberbank has been operating since 2016. Starting from the moment of sending the documentation and ending with the receipt of ready-made papers, no more than a week passes. Provided that there are no reasons for suspending the procedure.

One of the first institutions that was interested in registering transactions electronically was Sberbank of Russia. As the largest and most famous financial organization in the country, Sber prefers regular and intensive development of its own capabilities.   2. issuance of an electronic digital signature (EDS) for all participants in the purchase and sale transaction;

Conditions

Since the procedure is an official process, the package of documents must correspond to a certain list and include papers for the purchase and sale transaction, as well as passports.

You will need to prepare:

  • passports of participants - originals and copies;
  • purchase and sale agreement;
  • mortgage agreement;
  • certificate from the Unified State Register of Real Estate for the property;
  • notarized consent from the spouse to conduct the transaction, if the borrower is in a registered marriage;
  • application for state registration.

To save time, the list should be clarified in advance. To do this, you can ask a question to the manager responsible for managing the mortgage business.

The main disadvantage is the paperwork. The papers received by the borrower after registration do not have standard stamps. The document file is certified with a digital signature and nothing else. It is also not possible to affix stamps. Papers should be saved electronically, for example on a flash drive, and presented if necessary. You can check the authenticity on the Rosreestr website. This format is not always convenient and is not suitable for all citizens.

Errors that may be made during the transfer of information to Rosreestr are also noted. For this reason, the procedure may be suspended until the shortcomings are eliminated.

The electronic registration service for real estate transactions, actively used by Sberbank, has been operating relatively recently. However, many have already appreciated its benefits. The main advantage is a significant reduction in the time spent on registering a purchase and sale transaction in Rosreestr. The entire procedure takes no more than 5 days, and the prepared papers are sent to the client’s email account upon completion. A personal visit to the Registration Chamber is not required.

Not so long ago, fate was destined to participate in a transaction executed electronically through Sberbank, or rather CNS LLC, which is a daughter of the above-mentioned monster. It is also the Domklik brand.

Spoiler- the title basically says it all. Sberbank, as usual, did not let us down and did what it should. There will be details later, but they are the most interesting parts, right?

Let's start with the pros. The best part is for later.

Since there are few advantages, it will be quick.

First. Everything can be done in one place - look at each other, finally discuss the details, carefully study the documents on the transaction, sign an agreement, submit it for registration, arrange mutual settlements and leave satisfied with each other. And all this in two to three hours. Suddenly, but for this you don’t even need to take out a mortgage from a savings bank. Although it is possible within the same process.

Second. Indeed, more for parties to the transaction who are clients of Sberbank from the same region. Payment for a transaction through a letter of credit is quite convenient; the money goes to the seller on the same day as the Rosreestr registers the transaction. Now he can withdraw them in cash without a commission and is free to do this at any branch in his region. Or you can also use a letter of credit for a small fee to enter into the next transaction without having to carry a suitcase of cash.

Third- those who nevertheless decide to take out a mortgage from Sberbank will receive a 0.1 lower loan rate for electronic registration. It would seem like nothing, but for large amounts and long periods of time the savings are quite significant. Anything more than 5-10 thousand for electronic registration.

The positives are over. It's sad, but that's how it is.

Well, now on to the minuses. Now, on the contrary, the most delicious thing comes first.

First- what is sent for registration is not a scanned version of the agreement signed by the parties, as would be logical to assume, but a document in electronic format (in other words, a document in Word). And goes far not parties to the transaction. So what's the big deal? Read on.

Second- follows from the first. Parties no way they will not be able to control what exactly the manager sent for registration to Rosreestr. Not at all. The result may be, for example, the registration of a version of the contract that is not the one agreed upon by the parties - they will have in their hands one version signed with their own hands, and in Rosreestr the registration will be quite successfully completed by another - the one that the manager sent in obedience to some dark feelings. Yes, now I personally know that this is normal and may be so. Or you may run into a refusal from Rosreestr to register (if they send him nonsense instead of a contract) or a suspension to eliminate comments. And then the first plus annihilates itself.

Third- the ability for the parties to properly edit a document electronically will not be, unless they bring along a laptop with Internet access to send the contract to the manager. Sberbank is not such a rich company as to provide clients with a computer with a text editor :) In general, either send the manager the final version in advance or pray to anyone that he, in splendid isolation in his gloomy hall at his workplace, will be able to correctly make sudden changes to the contract. It’s good that at least he doesn’t refuse to print out the contract in the required number of copies. But he could have referred to the campaign “Let’s save Sberbank another billion” to save paper and save the forests of the Amazon basin. But it’s clear why he doesn’t refuse - this piece of paper with the signatures of the parties means nothing to the savings bank; they register something completely different, and not a piece of paper at all.

Fourth- electronic digital signatures (EDS), which Sberbank will generate for the parties to the transaction to sign the agreement, disposable! Surprise. They can only be used once. After which they turn into a pumpkin, just like in a fairy tale. Yes, clients will not see them and will not receive them - only a piece of paper with the serial number of the signature verification certificate, which 99% of people will not say anything. But the standard validity period is a year; it can be used for another transaction, for example. But no.

Fifth- as a consequence of the fourth. The procedure for signing an agreement via digital signature consists of: transfer to the manager a digital confirmation code (just like in an SMS from an online bank), which will be sent to clients on the phone number specified in the electronic registration agreement and other applications. But! That is if the manager doesn't make a mistake when adding it to his programs, haha. Then there will be a fallback option - the code will be sent by email. What happens if the manager also makes a mistake in the mail - we haven’t tested it. That is, in fact, if someone signs something, it’s not parties to the transaction! The manager does this without them, entering the received codes somewhere there. Otherwise they will make more mistakes, not that he is a specially trained person, hehehe.

Sixth- such registration will not bring any noticeable acceleration of the transaction. Under an electronic registration agreement with Domklik, the purchase and sale agreement is sent to Rosreestr within 14!! days after the client pays the cost of services under the contract. In fact, of course, on the same day, but who is stopping Domklik from acting in accordance with the agreement? Rosreestr (no matter what Sber and its officials say) registers an electronic transaction as it should be according to the regulations - 5 days if it is a mortgage, 7 days for a regular purchase and sale. The MFC will add 2 days to this period, which is not fatal. And registration with Rosreestr is carried out, of course, on the last day of the period allotted by the regulations.

Little things. Well, where would we be without them?

Communication with the manager is exclusively through chat on the website (or application on the phone). This means that communication with the client can be interrupted unilaterally. And hello, my dear amigos.

Because although the manager’s boss is available on his mobile phone, he will only answer with something unintelligible and “we will definitely contact you.” But only the same manager will contact you again, who at most will say “sorry, but you will have to solve the problem yourself and goodbye forever.”

Oh yes, on the Domklik website there is a support phone number, standard for Sberbank, number 900. But there they will only happily declare that they do not support Domklik and you should write to the village manager’s grandfather in the chat. Or, you can also leave a request for consideration in the feedback section on the Sberbank website.

Surprisingly, they will consider it, and even quite promptly. But they will do it in such a way that the reasons for this efficiency immediately become clear - the answer will seem to be copied from the words of that same manager, without much immersion in causes and consequences. And the manager’s incorrect actions will naturally be called a “technical reason” haha. And of course the answer itself will be given completely irrelevant to the questions posed in the appeal.

And this is all - in the capital of the motherland, in the central office on Vavilov Street, in the very, one might say, temple of money. It’s scary to imagine how this service will be provided in places less close to the source of knowledge about the process.

But it is not all that bad. The money from the letter of credit was transferred to the seller automatically on the same day the transaction was registered in Rosreestr (Sberbank received information about this independently). At least they didn’t let us down here.

P.S. At the same time, I can note that the public service of Rosreestr for providing “reference information about real estate objects online” does not contain up-to-date information and is updated with a delay of several! days. This is a good one online in Russian.

  2. Sberbank considers a transaction completed only if a share participation or purchase and sale agreement has been drawn up regarding its results. It is this that is provided in order to carry out the electronic registration procedure.
  3. Participants in the transaction must be only individuals.

Sberbank does not accept documents for electronic registration in the following cases:

  • the transaction concerns not the entire apartment, but a share
  • We are talking about a military mortgage
  • the transaction is concluded by agreement
  • the transaction involves minors in any way, directly or indirectly
  • more than two people take part in the transaction

In any of these situations, you need to contact Rosreestr directly.

Registration procedure

For the client, the procedure for electronic registration of a real estate transaction through Sberbank is extremely simple - he submits a package of documents and in return, after five working days, receives another package.

Those who purchase an apartment with a mortgage find themselves in a slightly more difficult situation. In this case, the process will be built like this:

  • When presenting documents on the property to a mortgage specialist, you must definitely clarify that the registration of the transaction will be carried out electronically
  • signing an agreement with the Sberbank real estate center and paying for services
  • signing loan documents on the appointed date
  • after the documents are signed, they are sent to Rosreestr via special secure communication channels
  • carrying out state registration of the transaction in accordance with the requirements of Federal Law No. 218
  • receiving a response from Rosreestr - documents and electronic signature

After this, the client becomes the owner of the property and can dispose of it at his own discretion (naturally, within the limits of the restrictions imposed by the loan agreement).

What documents does the client receive as a result?

Despite the fact that the registration process itself is carried out remotely, the client ultimately receives a full package of valid documents confirming ownership of the property, including an extract from the Unified State Register of Real Estate. They arrive by email and do not require additional notarization.

Deadlines for processing documents

The maximum period established by Sberbank for electronic registration of a real estate transaction is 5 working days. Employees and management are optimistic that it will be reduced to one day in the future, but when this will happen is not yet clear.

In any case, during this time the application with attachments is received, processed, and transferred to Rosreestr. After receiving the response, Sberbank sends it to the client via email. If due to the lack of any documents registration is refused, the process, accordingly, the calculation of the period will begin again.

Advantages and disadvantages

Electronic registration is, of course, convenient, and it has a huge number of advantages compared to regular registration. But since the process is still quite “raw”, there are also shortcomings that will most likely be eliminated in the future.

pros

  • this process, in fact, has eliminated “territorial obstacles” to processing mortgage transactions - now they can be easily carried out while in another region;
  • electronic registration has significantly reduced the time required to register real estate - now there is no need to stand in queues and travel to various authorities, just contact a credit institution;
  • the finished documentation is transferred to the new owner of the property via e-mail, which means that one single visit to the bank is enough to complete the registration;
  • electronic registration is available not only to mortgage clients of Sberbank, but also to those who buy real estate with their own funds;
  • Answers to all questions of interest can be clarified with the manager of Sberbank. If necessary, he will help you fill out the application.

Minuses

With all this, electronic registration also has a number of disadvantages:

  • the procedure is paid, and its cost for many is quite significant
  • in some cases it is impossible to use electronic registration - and the list of restrictions is still quite long (transactions involving minors, military mortgages, and so on)
  • The service can only be used by citizens of the Russian Federation; it is not available to foreign citizens
  • to popularize the service, Sberbank increased the mortgage rate by 0.1% for those who decided not to use, or cannot use, electronic registration
