The 90s of the last century brought many troubles, but one of the main ones was the collapse of the banking system and the loss of deposits by the population.

Now the Government of the country is conducting a program to return funds to those citizens who had deposits in savings banks of the Soviet Union. Sberbank of Russia became the legal successor of the savings banks, and it is he who makes the payments.

For what deposits can I receive compensation?

Cash compensation can be received for deposits that were opened before June 20, 1991 and were not closed before this date. For other deposits, including those closed in December 1991, payments are not made.

Who is entitled to compensation:

  1. depositors born before 1991;
  2. heirs of investors born before 1991;
  3. heirs or other persons who paid for the funeral of the investor in the period from 2001 to the present.

Persons who are not citizens of Russia, as well as the heirs of these persons, do not have the right to compensation.

If the deposit was placed in the territory of one of the republics of the former USSR, you need to contact the bank that became the successor to Sberbank of the USSR in this country.

List of required documents to obtain

If you are the investor yourself, then prepare the following documents:

  1. general civil passport of the Russian Federation;
  2. if there was a change in personal data (name, surname, etc.), documents confirming this are required;
  3. savings book opened before June 20, 1991, with a valid deposit;
  4. a completed application for compensation (you can fill it out right on the spot or download the form on the official website of Sberbank, print it out and fill it out in advance).

If you are the heir of the investor, then prepare the following documents:

  1. general civil passport of the Russian Federation;
  2. if you changed your personal data (name, surname, etc.), you need documents confirming this;
  3. documents confirming your rights to the investor's inheritance;
  4. evidence that the investor at the time of death was a citizen of the Russian Federation (extract from the house register, insert from a Soviet-style passport);
  5. an application of the established form, filled out at a Sberbank branch or in advance.

Note:

  • If your passbook is lost, then first you need to recover it. To do this, contact any branch of Sberbank, information about all depositors of the USSR savings banks is stored there.
  • If before 03/01/2002 the investor left a testamentary disposition in your favor at a Sberbank branch, then documents on the right to inheritance are not required to be submitted

To receive funds, the depositor (the depositor's heirs) needs to write an application at a Sberbank branch in any city in Russia, attaching the required documents. Also, any person can apply to Sberbank with a notarized power of attorney from the depositor or under a power of attorney left by him at a Sberbank branch.

Formula for calculating compensation for USSR savings books

Depositors born before 1945 (the heirs of these investors) will receive an amount equal to the amount of the balance of their deposit as of June 20, 1991, multiplied by 3, taking into account the coefficient.

Depositors born between 1946 and 1991 (or the heirs of these investors) will receive an amount equal to the amount of their deposit balance on June 20, 1991, multiplied by 2, taking into account the coefficient.

Also, the amount of compensation will be reduced by the amounts of preliminary and additional compensation, if they were previously received by the investor.

The following coefficients apply:

For example:

  1. The investor was born in 1942. The deposit amount remaining in the savings book is 1000 rubles. The deposit was closed in 1994. Amount to be received = 1000*3*0.8=2400 rub.
  2. The investor was born in 1939. The deposit amount remaining in the savings book is 400 rubles. The deposit was not closed. In 1999, a preliminary compensation amount of 100 rubles was received. Amount to be received = 400*3*1.0−100=1100 rub.
  3. The investor was born in 1968. The deposit amount remaining in the savings book is 500 rubles. The deposit was closed in 1995. Amount to be received = 500*2*0.9=900 rub.
  4. The investor was born in 1956. The deposit amount remaining in the savings book is 2000 rubles. The deposit was not closed. Amount to be received = 2000*2*1.0=4000 rub.

How to receive compensation for funeral expenses from Sberbank?

Compensation from the deceased's passbook can be paid to his relatives. If the depositor died after 2001, then persons who paid for funeral services (in part or in full) can also receive compensation for their expenses, but not exceeding 6,000 rubles. In this case, the citizenship of the recipients does not matter.

What documents are needed for this:

  • general civil passport of the Russian Federation;
  • documents confirming expenses (notarial decree);
  • death certificate of the investor;
  • passbook (if you have one).

To receive compensation for funeral services, you must contact a Sberbank branch only in the same region in which the deposit is located.

How much can you get?

  • If the remaining deposit amount is less than 400 rubles, then the amount received will be equal to the deposit balance multiplied by 15. For example, if the deposit amount is 300 rubles, then the compensation amount will be 300*15=4500 rubles.
  • If the remaining deposit amount is more than 400 rubles, then the compensation amount will be 6,000 rubles.

Note! If compensation for the deposit was paid in double (triple) amount, additional and preliminary compensation was paid, compensation for funeral services, then it will be impossible to receive a second payment. That is, if, for example, you received money, and a year later a resolution is issued on the payment of compensation to investors tenfold, you will not be able to receive it again in whole or in part.

So, to receive compensation you need:

  1. collect a package of documents: passport, passbook;
  2. heirs will additionally need a death certificate of the investor and confirmation of rights to inheritance;
  3. To receive compensation for funeral services, a notarial decree is required;
  4. contact Sberbank with an application and collected documents.

Historical information about compensation of deposits.

The extraordinary history of the last decades of our country became the reason that such deposits were opened in another state, the Soviet Union, and, accordingly, in other socio-economic realities. In the complete absence of any private financial and credit institutions, their only analogue was the Savings Bank. There was practically no inflation, and the investor received a small but stable benefit in the form of 3% per annum. At the same time, for a better understanding of the situation before the collapse of the USSR, it should be added that in 1991 almost all goods were in short supply.

The abolition of state price regulation was one of the first points of the then reforms. This instantly led to a rise in prices for products and things many times over, but they finally began to fill store shelves. But it was too late - within just a few days, citizens’ money depreciated a hundredfold.

On July 20, 1991, Sberbank was reformed into a joint-stock company, and all savings of depositors became the internal debt of the state. Law on monetary compensation of deposits was published four years later, on May 10, 1995 (No. 73-FZ “On the restoration and protection of savings of citizens of the Russian Federation”). Before him, investors received only preliminary compensation amounting to up to 1 thousand rubles.

Calculation of the amount of compensation for deposits.

To date reimbursement of invested funds (deposit compensation) is carried out in accordance with the government decree of December 25, 2009 and the federal law of December 2, 2009. They say that the amount of compensation is directly dependent on the age of depositors, who are divided into two groups:

1) those born before 1945 (inclusive): their compensation increases threefold;

2) born from 1946 to 1991: compensation is doubled.

In addition to factors that increase the amount of compensation, there are also those that reduce it. It depends on when the deposit was closed:

1) for deposits that are still valid or were valid in the period from 1992 to 2010 and closed in the period from 1996 to 2010, compensation is paid in full (i.e., multiplied by 1);

2) for deposits that were active during 1992-1994 and closed in 1995, the amount of compensation is multiplied by 0.9;

3) for deposits that were active during 1993-1994 and closed in 1994 - by 0.8;

4) for deposits that were active in 1994 and closed in 1993 - by 0.7;

5) for deposits that were active and closed in 1992 - by 0.6.

If the deposit was already closed by December 31, 1991, compensation on deposit not paid.

So, for example, a depositor born in 1939, whose savings book had a balance of 1,000 rubles by June 20, 1991, and whose deposit was closed in 1995, will receive:

1000 * 0.9 * 3 = 2700 rubles.

The amount of so-called preliminary compensation paid back in the 90s is deducted.

Scheme for receiving compensation for deposits.

In order to receive the due compensation for a deposit, it is not at all necessary to contact the exact cash desk where the account was opened during USSR times. Firstly, the addresses of many institutions have changed since then; secondly, investors could move to the other end of the country; thirdly, a person may simply forget in which branch of Sberbank the account was opened. Documents can be provided to employees of any branch of Sberbank, of which there are more than 19 thousand in the Russian Federation. There may be a small fee charged for transferring money from one branch to another.

If the USSR Sberbank book has been lost, it must first be restored by submitting an appropriate application. After presenting all documents, you must fill out an application for issuance compensation on deposit. If an heir applies to the bank, his package of documents will be slightly different and may include: a death certificate of the depositor; testamentary disposition; a notarized certificate confirming the right of inheritance (if there was no will), etc.

Who is eligible for deposit compensation?

Due to the fact that compensation is provided only to persons who have or had Russian citizenship in 1991, Sberbank has the right to demand from the heir confirmation that the depositor was a citizen of Russia at the time of death. The citizenship of the heirs in this case does not matter.

If the depositor is alive, but for some reason is unable to receive compensation on his own, he can issue a power of attorney to another citizen who will represent his interests before the bank. In addition, recipients of compensation for the deposit may be persons who buried the depositor at their own expense. The amount of payment in this case cannot exceed 6,000 rubles. You can receive this payment immediately after the death of the depositor by providing the bank with documents from a notary.

The first compensation for lost deposits before 1991 began in March 1991 by order of Mikhail Gorbachev. But then they paid out funds for deposits not exceeding 200 rubles. All deposits exceeding this amount were credited to a special account for payment of money with an interest rate of 7% per annum for 3 years.

The actual payments appeared in 1996. Citizens born before 1916 were able to receive them. The compensation was 1000 rubles. Subsequently, every year the age category of citizens entitled to receive their money back increased, and the amount of payments remained unchanged.

How to receive compensation if you had a deposit opened before 1991?

If you opened a savings book before 1991, you can get the funds back. To do this, just come to any branch of Sberbank of Russia and provide the following documents:

  • passport;
  • the payment application you wrote;
  • passbook.

Even if you do not have a Soviet savings book, then all information about depositors is in Sberbank. If you do not have the opportunity to come to Sberbank in person, you can issue a power of attorney for any person from a notary. Then you need to add a photocopy of the power of attorney to the above documents. The payment application will be considered by Sberbank within 30 days. If everything is in order, then the bank will transfer the compensation to your account.

But before you start processing compensation, it is recommended to consult a lawyer, since there are a number of nuances in the law that you may not be aware of. For example, if the account was closed before December 31, 1991, then you will not be able to receive compensation. If there were several passbooks, the money will be issued only one at a time.

Who is entitled to receive compensation and in what amount?

Since 2010, all Russian citizens who were born after the reform have the right to compensation.

Those citizens who were born before 1945 will receive compensation in the amount of three times the remaining money in the account as of June 20, 1991,

Citizens born between 1945 and 1991 are entitled to a refund equal to twice the account balance as of June 20, 1991.

In addition, there are special coefficients used to calculate the amount of compensation. The coefficient for a deposit closed in 1992 is 0.6, in 1993 – 0.7, 1994 – 0.8, in 1995 – 0.9, from 1996 to 2010 – 1.

Initially, the Ministry of Finance proposed to pay 4 current rubles for 1 Soviet ruble. But due to limited funds in the country's budget, this proportion was reduced to 1:3. By 2020, it is planned to spend 340 billion rubles to repay the debt.

Sberbank compensates its depositors for old deposits from the USSR era. Deposits to which the “burnt” label is stuck. Who is entitled to compensation?

Every savings book from the collapse of the USSR is subject to compensation. But the compensation ratio varies for different groups of investors.

Citizens born before 1945 receive compensation in the amount of three times the balance of funds as of June 20, 1991.

Those born between 1945 and 1991 receive double compensation for the balance of funds on the same date.

Even if the deposit was closed after 1991, the investor is still entitled to compensation. That is, the investor will be returned the money that he has already spent a long time ago. and even with interest.

But depending on the year in which the deposit was closed, reducing factors apply. Like these ones:

0.6 - if the deposit was closed in 1992;

0.7 - the deposit was closed in 1993;

0.8 - the deposit was closed in 1994;

0.9 - the deposit was closed in 1995;

1 - the deposit was closed in 1996-2010.

Please note that if the deposit was closed between June 20 and December 31, 1991, then no compensation is due. They say that you received your money on time and spent it safely, so don’t wait any longer.

Sberbank compensates only one savings book per depositor. If there were several invoices, then any one is subject to compensation. Choose the one with more money and receive compensation for it. It is still unknown when the turn for the remaining savings books will come.

How to receive the money.

Compensation can be received at any Sberbank branch. It doesn’t matter where you opened it. All you need to do is provide your passport and savings book. If you don’t have a savings book, but you are sure that on June 20, 1991 you had some amount in your account, then you need to write an application to search for data. A Sberbank employee will tell you how to write an application correctly. When the bank checks your data, it will calculate the amount of compensation. This money can be received either in cash or again in a savings book.

Compensation of the contribution by inheritance.

If the depositor cannot independently come to the bank for compensation, then a relative can receive compensation. The owner of the deposit must write a power of attorney to receive money. The power of attorney must be certified by a notary.

Attention! A notarized power of attorney is needed if the deposit is still valid, that is, it has not been closed (no money has been withdrawn).

If the deposit was closed after June 21, 1991, then the identification document can be certified by a housing organization (housing association, housing department, etc.). If they don’t provide such a document, you will still have to contact a notary.
